5. CITY COUNCIUSTAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Brotman asked staff to investigate whether SB 720 applies to Glendale. If it does, he would like to agendize a discussion for the Council to consider implementing a red-light camera program.
Councilmember Asatryan requested that staff investigate incorrect trash fee charges to ensure that Glendale residents are not paying for services they are not utilizing.
Councilmember Kassakhian congratulated the Community Services & Parks and Public Works staff on the grand reopening of Fremont Park. He shared that he, along with Councilmembers Asatryan and Gharpetian, attended the League of California Cities Annual Conference & Expo held in Long Beach from October 8 to 10. While there were no voting items, they participated in various presentations. He also announced that the City will host a Veterans Day event on November 11, 2025. For more information, residents may contact the City Manager's Office at (818) 548-4844. Lastly, he requested that staff agendize a discussion on implementing prevailing wage requirements for all multi-family construction projects in the City.
Councilmember Gharpetian requested that staff prepare a report or memo for the Council regarding SB 79 and the Bus Rapid Transit project. He also reflected on attending the League of California Cities Annual Conference & Expo, noting that the most impactful presentation for him was on the effects of plastic on daily life. Additionally, he asked the City Manager to address the miscommunication related to item 13b. City Manager Roubik Golanian responded that Councilmember Gharpetian had previously requested a similar item be agendized, and after consulting with City Attorney Mike Garcia, staff will bring a report to the Council in the near future.
Mayor Najarian shared information about several upcoming events:
• October 22, 2025: Glendale Environmental Film Series screening of Plastic Earth at the Grandview Library from 6:00 PM to 8:00 PM. • October 23, 2025: Domestic Violence: Behind the Screen-Detecting and Preventing Domestic Violence Online panel at the Adult Recreation Center from 6:00 PM to 9:00 PM.
• October 25, 2025: Annual Fall Festival at Pacific Park & Community Center from 11 :00 AM to 2:00 PM.
He also reported on his recent trip to Japan on behalf of the City, where he met with Glendale's Sister City Mayor Noda and officials from the Ministry of Foreign Affairs. He noted the historic election of Japan's first female Prime Minister, Prime Minister Takaichi, as one of the most exciting developments he learned about during his visit. Mayor Najarian added that he spoke with Los Angeles Mayor Karen Bass and several LA City Councilmembers, who intend to challenge SB 79 in court. He would like this issue to come before the Glendale City Council to consider whether the City should join in that effort. Lastly, he shared a statement opposing SB 79 and the potential effects of the Metro Bus Rapid Transit project, emphasizing his commitment to protecting Glendale neighborhoods from the development pressures that SB 79 could impose.
