EXECUTIVE SUMMARY
Glendale Water & Power (GWP) is seeking the City Council authorization for a contract with Pacific Tank & Construction, Inc. to rehabilitate the Emerald Isle 1850 and Cooks Canyon Tanks, and to approve a Resolution of Appropriation for $587,000 to fund the project. On August 15, 2025, GWP received three bids, and after a thorough review found Pacific Tank & Construction, Inc. to be the lowest responsive bidder.
RECOMMENDATION
Authorize the City Manager to enter into and execute a contract with Pacific Tank & Construction, Inc. for the Emerald Isle 1850 and Cooks Canyon Tank Rehabilitation Project in the amount of $1,903,998 plus a ten percent contingency of $190,400 and approve a Resolution of Appropriation for $587,000 to fund the project.
ANALYSIS
The City of Glendale owns and operates 28 potable water reservoirs/tanks and five recycled water tanks. During regular inspections, some tanks are found to need repairs to extend their service life and comply with current safety standards.
In July 2016, the City hired Harper & Associates Engineering (Harper) to evaluate a total of eight welded steel water storage tanks across both the potable and recycled 24d

water systems. Harper prepared evaluation reports outlining the condition of the tank coating systems and recommendations to repair and/or upgrade structural and safety deficiencies. The evaluation reports also included interior and exterior photographic surveys and laboratory analysis on the chemical components of the existing coatings.
Based on the findings and recommendations, the GWP Water Division has implemented a capital improvement program to systematically rehabilitate these water storage tanks. Emerald Isle 1850 and Cooks Canyon Tanks have been selected for rehabilitation in Fiscal Year 2025-2026.
The proposed work includes abrasive removal of existing paint, application of new coating systems, structural repairs, and installation of new safety features.
On July 1, 2025, the City Council adopted Specification No. 4008 and Plan No. 7000-E-1 for the Emerald Isle 1850 and Cooks Canyon Tank Rehabilitation Project (Project) and directed City Clerk to advertise for bids.
On July 22, 2025, a mandatory Pre-Bid Meeting and Job Walk were conducted at both project sites. GWP staff explained the scope and answered questions from prospectives bidders. There were seven prospective bidders in attendance at the mandatory Pre-Bid Meeting.
To ensure competitive bids, the Notice Inviting Bids (NIB) for the Project was published on the City’s website and City’s BID webpage. The project was also advertised on the bidnetdirect, a construction service company. In turn, bidnetdirect sent the project advertisement to several other project posting sites that do not require a subscription (i.e., Bid America, Blueprint Express, Construction Data Corp, Direct Connection, F.W.
Dodge, etc.)
On August 15, 2025, the City received three bids as follows:
Rank Bidder Bid Amount
1 Pacific Tank & Construction, Inc. $1,903,998
2 Harbor Coating & Restoration $2,289,350
3 Viking Painting LLC $3,171,900
Upon review of the bid documents, GWP staff found Pacific Tank & Construction, Inc., of San Juan Capistrano, California, to be the lowest responsive bidder. Their bid amount of $1,903,998 is above the Engineer’s Planning-Stage Estimate of $1,200,000, primarily due to significant increases in material, fuel, and labor cost driven by tariffs.
From the review of the three bid proposals, GWP identified that the major cost increases are associated with the interior coating, exterior painting, and the hydrodynamic mixing system, which drove up the pricing in both Bid Schedule A and B.
The bids submitted by Pacific Tank & Construction, Inc., and Harbor Coating & Restoration were aligned, indicating competitive pricing consistent with current market trends.

Pacific Tank & Construction, Inc.’s bid has been checked for completeness and found to be in compliance with the bidding requirements set forth in Specification No. 4008 and Plan No. 7000-E-1. Staff checked the State California Contractor’s License Board and confirmed that Pacific Tank & Construction, Inc., of San Juan Capistrano, California has a license that is current, active, and in good standing.
The construction of the project is anticipated to begin in January 2026 and is to be completed by July 2026. Temporary water tanks will be placed at Emerald Isle 1850 and Cooks Canyon site and utilized during construction to avoid service interruption.
STAKEHOLDERS/OUTREACH
During construction there will be some noise and minor ground vibration from the movement of construction vehicles. Water service to customers will not be interrupted throughout the construction phase. GWP will reach out to the residents adjacent to the project sites via letter to inform them about the project and potential impacts.
FISCAL IMPACT
The project will cost $1,903,998, plus a ten percent (10%) contingency of $190,400.
In total, the project will cost $2,094,398, of which $1,507,000 was already included in the FY 2025-26 budget. Staff is requesting an appropriation of $587,398 from GWP’s Water Surplus Fund Balance.

ALTERNATIVES TO STAFF RECOMMENDATION
1. Choose not to award the contract as recommended herein. This would increase the risk of the Emerald Isle 1850 and Cooks Canyon Tanks to continue to deteriorate and potentially lead to more costly emergency repairs.
2.Consider any other alternative not proposed by staff.
