Report: Award of Professional Services Agreement (PSA) to Eurofins Eaton Analytical, LLC for Laboratory Services for Water Quality Analysis and Reporting.
1. Motion Authorizing the City Manager, or his designee, to execute a Professional Services Agreement (PSA) with Eurofins Eaton Analytical, LLC for a term of three years in the not-to-exceed amount of $516,000, with the option to extend for two additional one-year terms at $173,000 per year, to provide analytical laboratory services for drinking water and environmental compliance.

EXECUTIVE SUMMARY
Glendale Water and Power (GWP) recently completed a Request for Proposal (RFP) process with accredited laboratories to provide as-needed analytical laboratory services for drinking water and environmental compliance. Staff is seeking approval to award a PSA to Eurofins Eaton Analytical LLC for a term of three years in the not-to-exceed amount of $516,000, with the option to extend for two additional one-year terms at $173,000 per year.
RECOMMENDATION
Authorize the City Manager to execute a three-year PSA with Eurofins Eaton Analytical, LLC in the not-to-exceed amount of $516,000 with the option to extend for two additional one-year terms at $173,000 per year.
ANALYSIS
To ensure continued compliance with state and federal drinking water regulations, GWP maintains a contract with an accredited laboratory qualified to analyze water quality samples and provide accurate, reliable results through electronic reporting.
The City’s current laboratory contract will expire on December 31, 2025. To prevent any interruption in testing services and safeguard ongoing regulatory compliance, GWP issued an RFP in August 2025, inviting laboratories to submit qualifications and proposals for providing these testing and reporting services.

Eurofins Eaton Analytical, LLC, and BSK Associates. The proposals were evaluated by GWP’s Water Quality Manager. The following criteria were used in the evaluation of proposals:
The laboratory’s qualifications based on the comprehensiveness of the overall proposal in addressing the testing requirements.
The laboratory’s qualifications based on the overall lab facility and instrumentation, professional and practical experience, and the nature of its Quality Control Program.
The completeness of the proposals.
The prices and standard turnaround times, including the evaluation of cost increases for rush turnaround times, to perform the analyses under this PSA.

FISCAL IMPACT
Funds for this service are budgeted each year during the budget process. It is estimated that the first year of services with Eurofins will cost approximately $173,000, which was included in the FY 2025-26 budget. No new appropriation is being requested at this time.

ALTERNATIVES TO STAFF RECOMMENDATION
1. Not authorize the City Manager to enter into the PSA as recommended herein, which will result in the current laboratory contract expiring without any laboratory services available to the City.
