1 RESOLUTION NO. _____________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

GLENDALE, CALIFORNIA, TO AUTHORIZING THE CITY MANAGER

TO ENTER INTO A MILLS ACT HISTORICAL PROPERTY

CONTRACT THE RESIDENTIAL PROPERTY LOCATED AT
1600 EL RITO AVENUE
WHEREAS, the owner of record of the residential property located at 1600 El Rito Avenue (the “Property”) has consented to, and requests that the Property be designated as a historic resource on the Glendale Register of Historic Resources pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on August 21, 2025, unanimously recommended designation of the Property for listing on the Glendale Register of Historic Resources by a vote of 5-0; and WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the City Council of the City of Glendale, pursuant to Sections

15.20.050 and 15.20.060, finds based on information in the record that the Property is eligible for listing on the Glendale Register of Historic Resources because it qualifies under Criterion 3 (embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represent a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possess high artistic values) in that it was designed in the Spanish Colonial Revival style at the height of the style’s popularity in Glendale’s Verdugo Woodlands neighborhood and throughout the city; the house fully expresses many of the character-defining features of the style, including a low-pitched clay tile roof, asymmetrical plan that emphasizes its three- dimensional massing, and arcaded loggia that establishes a porous boundary between exterior and interior; it is an exemplary example of the Spanish Colonial Revival style due to features such as a turret, decorative tile details, balconies, stained glass windows and wrought iron details, as further described in the October 28, 2025 Staff Report regarding the Property; and
WHEREAS, the City Council of the City of Glendale further finds that because the Property qualifies for listing on the Glendale Register of Historic Resources, among other factors, that entering into a Mills Act contract with the Property owner is appropriate based on all of the information in the record.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:

Section 1. The recitals above are incorporated herein by this reference.

Section 2. That the property located at 1600 El Rito Avenue is to be designated as a historic resource in the Glendale Register of Historic Resources. 2 Section 3. That the City Manager is authorized to enter into a Mills Act historical property contract with the Property owner subject to the following conditions:

1. Replace the two beveled glass windows and doors in living room with doors and windows more appropriate for a Spanish Colonial Revival style home.

2. Engage a professional architectural conservation consultant to study the painted stenciling of the front door and develop and conduct an appropriate course of treatment as approved by staff.

3. Repair the damaged wood rafters at the rear façade underneath the balcony.

4. Repaint the rafter at the rear façade that was painted white so that it matches the rest of the wood details.

Section 4. That the designation of the Property as a Historic Resource for listing on the Glendale Register of Historic Resources and entering into a Mills Act contract with the Property owner is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Sections 15331 (preservation of historic resources) and 15308 (actions by regulatory agencies for protection of the environment).
