1 RESOLUTION NO. _____________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

GLENDALE, CALIFORNIA, TO AUTHORIZING THE CITY MANAGER

TO ENTER INTO A MILLS ACT HISTORICAL PROPERTY

CONTRACT THE RESIDENTIAL PROPERTY LOCATED AT
900 EILINITA AVENUE
WHEREAS, the owner of record of the residential property located at 900 Eilinita Avenue (the “Property”) has consented to, and requests that the Property be designated as a historic resource on the Glendale Register of Historic Resources pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on July 17, 2025, unanimously recommended designation of the Property for listing on the Glendale Register of Historic Resources by a vote of 3-0; and WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the City Council of the City of Glendale, pursuant to Sections

15.20.050 and 15.20.060, finds based on information in the record that the Property is eligible for listing on the Glendale Register of Historic Resources because it qualifies under Criterion 1 (identified with important events in national, state, or city history, or exemplify significant contributions to the broad cultural, political, economic, social, or historic heritage of the nation, state, or city) in that it is significant for its association with the social, historic, and cultural heritage of North Glendale and the Crescenta Valley because it reflects Glendale early history and association with equestrian and Western culture; it predates the annexation of the parts of the Crescenta Valley into the City of Glendale; it is the last remaining portion of the original Onondarka property; and it remained an important social and cultural hub for the community for many years and remains one of the oldest and most storied properties in North Glendale, as further described in the October 28, 2025 Staff Report regarding the Property; and
WHEREAS, the City Council of the City of Glendale further finds that because the Property qualifies for listing on the Glendale Register of Historic Resources, among other factors, that entering into a Mills Act contract with the Property owner is appropriate based on all of the information in the record.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:

Section 1. The recitals above are incorporated herein by this reference.

Section 2. That the property located at 900 Eilinita Avenue is to be designated as a historic resource in the Glendale Register of Historic Resources. 2 Section 3. That the City Manager is authorized to enter into a Mills Act historical property contract with the Property owner subject to the following conditions:
