0 RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, REJECTING ALL BIDS, DISPENSING WITH COMPETITIVE
BIDDING AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS OR
HIS DESIGNEE TO NEGOTIATE WITH ONE OR MORE BIDDERS FOR
THE CENTRAL PARK BLOCK PROJECT, SPECIFICATION NO. 3951.
WHEREAS, on May 6, 2025, the City Council adopted Specification No. 3951 for the Central Park Block Project (“Project”); and
WHEREAS, on June 25, 2025, the Public Works Department received four (4) bids for the Project ranging from $14,020,131.45 to $16,888,123.00; and WHEREAS, upon review of the bid documents, staff determined that all bids were non- responsive because the bidders did not meet the mandatory minimum qualifications for contractor references and certain required bidding forms were incomplete, improperly executed, or missing; and
WHEREAS, staff determined that rejecting all bids and entering into direct negotiations would be in the best interest of the City; and
WHEREAS, the Public Works Department staff believes that negotiating directly with one or more bidders will allow the contractors to refine their proposals, reduce excessive contingencies, and align the construction contract with the City’s project requirements and budget; and
WHEREAS, maintaining the Project’s momentum is critical to ensuring timely delivery of improvements, integrating with the Armenian American Museum construction, and preserving the allocated funding, including the federal ORLP grant award of $5,950,000; and
WHEREAS, based on the foregoing, the City Council finds it is in the best interests of the City to dispense with competitive bidding and authorize the Director of Public Works, or his designee to negotiate a contract without further bidding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
1. The foregoing facts are deemed to be true and correct and constitute the basis for rejecting all bids.
2. The City Council hereby:
A. Rejects all bids received on June 25, 2025 for the Project, Specification No. 3951;

0 B. Dispenses with further competitive bidding;
C. Authorizes the Director of Public Works or his designee to negotiate with one or more bidders for the Project, Specification No. 3951; and D. Directs staff to return to the City Council for award.
