EXECUTIVE SUMMARY
This report is to request extending the agreement with Tyler Technologies, Inc. for continued licensing, maintenance, and support of its Enterprise Resource Planning (ERP) system for an additional five years, at a cost not to exceed $2,784,000. The platform, originally branded as Munis, serves as the City’s foundational system for core financial, payroll, and human resources operations.

The system provides a stable, secure, and scalable environment that integrates seamlessly with other enterprise platforms, including EnerGov (permitting and land management) and NeoGov (recruitment and personnel management). Renewing the agreement will preserve the City’s investment, maintain operational continuity, and support planned enhancements focused on expanding secure self-service access to financial and billing functions, improving transparency, and streamlining operations.

Given the scale and complexity of ERP systems, this long-term renewal represents the most responsible and forward-looking approach to sustain and modernize the City’s enterprise operations. The proposed action aligns with Glendale’s strategic plan to maximize the value of existing enterprise investments and avoid the significant cost and risk associated with system replacement.

Tyler Technologies remains a trusted leader in public sector ERP solutions, and extending this partnership ensures continued access to reliable support, innovation, and long-term stability for Glendale’s citywide operations.

RECOMMENDATION
Authorize the City Manager to execute an amendment with Tyler Technologies, Inc. for the City’s Enterprise Resource Planning system, covering the initial five-year term, subsequent one-year options, and future life-cycle renewals, subject to annual budget appropriations.

ANALYSIS
The City of Glendale’s selection of Tyler Technologies’ Enterprise Resource Planning (ERP) system (Munis) in 2015 followed a comprehensive and competitive procurement process to ensure long-term value and operational reliability. The City conducted a detailed needs assessment, issued a public Request for Proposals, and received twelve responses representing seven ERP solutions. A cross-departmental team from Finance, Human Resources, and Information Technology evaluated each proposal using a weighted scoring system that considered functionality, technical capability, implementation approach, and total cost of ownership. Top vendors were invited to multi- day demonstrations and Proof of Concept sessions, followed by reference checks and site visits to peer agencies, including Beverly Hills and Culver City. Tyler ERP (Munis) was unanimously recommended for its strong municipal functionality, intuitive interface, advanced workflow and reporting tools, and lower total cost of ownership among enterprise-level systems.

Since implementation, the Tyler ERP platform has served as the City’s core financial, payroll, and human resources system—supporting citywide operations while ensuring compliance, accountability, and data integrity across departments. Over time, Glendale has built strong in-house expertise in system administration, configuration, and workflow optimization, significantly reducing reliance on external vendors.

The system also integrates closely with the City’s permitting platform, enabling seamless financial data exchange and minimizing manual data entry. Through Tyler Hub, staff can access both financial and permitting functions from a unified interface, improving efficiency and user experience.

Pending City Council approval, staff plans to move forward with enhancements focused on expanding self-service financial and billing capabilities. These improvements will enhance transparency, reduce routine inquiries, and allow staff to focus on higher-value operational improvements across the platform’s lifecycle. 4c3

Tyler Technologies continues to be recognized as a leader in public sector ERP solutions.

Peer jurisdictions such as Pasadena, Oxnard, and Long Beach are currently using the Tyler platform as their ERP system. Independent market analyses, including Gartner’s 2025 Magic Quadrant for ERP for Government, also identified Tyler as a top provider for its comprehensive financial, human capital, procurement, and budgeting capabilities.

Unlike competitors, Tyler focuses exclusively on the public sector—serving municipalities of all sizes—which underscores the scalability and long-term stability of the Tyler ERP platform.

Based on these findings, staff recommends extending the City’s agreement with Tyler Technologies for continued use of the Tyler ERP (Munis) system. Over the past decade, Glendale has made substantial investments in both the platform and the in-house expertise needed to support it. Renewal will maintain operational continuity, and support enhancements that improve services for residents, vendors, and staff. The combination of Tyler Technologies' continued expertise, the City's established proficiency with the platform, and our significant investment makes extending this contract the best decision for Glendale.

ALTERNATIVES TO STAFF RECOMMENDATION

1. Authorize a shorter-term renewal of one to three years. However, shorter agreements generally result in higher overall costs, as longer-term contracts secure better pricing and protect against cost escalation from inflation, interest rate changes, and other economic factors, including tariffs on technology products.

2. The City Council may consider any other alternative not proposed by staff.
