5. CITY COUNCIUSTAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Gharpetian stated that he supports including public speaker comments as part of the minutes. He also suggested that when there are lengthy "Presentation and Appointments" items planned for a Council meeting agenda, that portion of the meeting be moved to the afternoon. Regarding building code changes, he asked staff to look into how mixed-use projects are defined with respect to the ratio of various uses and parking requirements for smaller mixed-use projects seeking to expand.
Councilmember Gharpetian also commented on the recent withdrawal of a Historic District application for Verdugo Woodlands, seeking clarification on the survey component in relation to the application and the process for reactivating the application if the applicants wish to do so. Regarding the use of rat poison outdoors, he asked whether the City has a relevant law and requested a staff report or memo on the topic.
Lastly, he asked the City Manager or City Attorney for an update regarding his idea to file a test case against the State for various unfunded mandates, such as housing laws like SB 79.
Councilmember Kassakhian joined the meeting at 6:32 PM.
Councilmember Brotman agreed with Councilmember Gharpetian's comments on the building and safety code and stated that he believed the issue of subterranean parking had been addressed previously by the Council. He also noted that the City does not use rat poison but said he was unsure of the rules governing its use by the public. He asked staff to investigate whether the City previously provided bear-resistant trash cans, and if so, why that practice was discontinued. He expressed concern for those in Jamaica, Cuba, and other islands in the path of Hurricane Melissa, which appears to be one of the worst hurricanes on record. Lastly, he stated, "Go Dodgers." Councilmember Kassakhian apologized for his tardiness due to traffic congestion coming from a meeting across Los Angeles. He expressed that his thoughts and prayers are with the family of San Bernardino Sheriff's Deputy Andrew Nunez, who was killed in the line of duty while responding to a domestic violence call, noting that this is a reminder that those who serve in public safety often put their lives at risk for the sake of others.
Regarding the need for Councilmembers to recuse themselves from certain agenda items, he asked staff to agendize a discussion on what information should be provided so the public is aware of the specific reason for a recusal. He also suggested creating a required document explaining the recusal to be filed with the minutes of the meeting, so it remains on record.
Mayor Najarian seconded Councilmember Kassakhian's request to agendize this matter with priority. Councilmember Kassakhian gave an example, noting that City Attorney Michael Garcia had informed him of a particular conflict he has with the proposed Bus Rapid Transit route along Glenoaks because of the proximity of his home.
Mayor Najarian shared several upcoming events happening in the City:
• October 30, 2025: YWCA Purple Tie Awards and Press Event in partnership with the Commission on the Status of Women - "Glendale Fire Stations as Domestic Violence Safe Havens," at Fire Station 21 from 1 :00 PM to 2:00 PM. • November 1, 2025: Dia de Los Muertos at Central Library from 4:00 PM to 7:00 PM.
• November 1, 2025: Glendale Health Festival at Pacific Park from 9:00 AM to 2:00 PM.
3 1028 25 cc
6. • November 11, 2025: City of Glendale Veterans Day Event at the Glendale Police Department from 11 :00 AM to 1 :00 PM.
Mayor Najarian addressed misinformation circulating about his vote on the Verdugo Woodlands Historic District, clarifying that because his home abuts the district, he is unable to vote or provide any direction to staff on the project. Lastly, he urged his colleagues to reconsider their position on the Stage II Design Review Application for the old Sears building, which was voted down last week, and asked them to put forth a motion to reconsider it.
