c. Continued Di
scussion of Directly Elected Mayor and Council Districts DRAFT
1. Motion Making Recommendations to the City Council Regarding City Council Size
2. Motion Making Recommendations to the City Council Regarding the Office of Mayor
• Motion by Committee Member Karapetian:
Whereas the Charter Review Committee of the City of Glendale, 2024 to 2026, over 5 meetings, has extensively conferred and deliberately on the matters of transitioning Council Members, method of election from at-large to district-based, expanding the size of council, and providing for a directly elected mayor rather than council-selected mayor. And whereas the Committee has completed deliberations on these matters, fulfilling its charge from the Council. And whereas the discussion of these matters is being continued on Agenda Item 7.c., and that the motions presented in Item 7.c. are substantively consistent with motions presented by City Staff to this Committee on April 3, 2025. And whereas these motions failed by a Committee vote on April 3, 2025, and when reintroduced on August 7, 2025, did not advance to a vote with the committee concluding it is not in the best interest of the City to transition from an at-large to a district-based method of electing city councilmembers, not establish the office of mayor separately elected from members of the city council. And whereas by at 7 to 5 vote on August 7, 2025, the Committee recommended that the City not place on the ballot an amendment to the City Charter transitioning from an at-large method of election, nor an amendment to the City Charter establishing an Office of Mayor separately elected from members of the City Council. And where a continued discussion of these settled matters would impede the Committee’s obligation under City Council Resolution 2437 to revise the City Charter and address other matters, including the Civil Service system, an elected City Attorney, and appointed City Treasurer, therefore I move to indefinitely postpone Item 7.c. and related motions.
