1 RESOLUTION NO. _____________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GLENDALE, CALIFORNIA, TO DESIGNATE THE RESIDENTIAL
PROPERTY LOCATED AT 1502 ROYAL BOULEVARD AS A
HISTORIC RESOURCE ON THE GLENDALE REGISTER OF
HISTORIC RESOURCES AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A MILLS ACT HISTORICAL PROPERTY
CONTRACT
WHEREAS, the owner of record of the residential property located at 1502 Royal Boulevard (the “Property”) has consented to, and requests that the Property be designated as a historic resource on the Glendale Register of Historic Resources pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on September 18, 2025, unanimously recommended designation of the Property for listing on the Glendale Register of Historic Resources by a vote of 5-0; and WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the City Council of the City of Glendale, pursuant to Sections
15.20.050 and 15.20.060, finds based on information in the record that the Property is eligible for listing on the Glendale Register of Historic Resources because it qualifies under Criterion 3 (embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represent a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possess high artistic values) in that it is a distinctive and exemplary late example of the American Colonial Revival style and, especially, as a work by the notable architect Gerard Colcord; it has a distinctive massing that reflects the architect’s interest in taking traditional Colonial Revival design concepts and loosening up some of the rigidity often associated with the style to provide a more informal appearance that may be based on the precedent of centuries-old houses morphing over time; it has special significance because it is one of only two known works by the influential architect Gerard Colcord in the city; and it retains high integrity of materials, design, workmanship, location, setting, and feeling, as further described in the November 18, 2025 Staff Report regarding the Property; and WHEREAS, the City Council of the City of Glendale further finds that because the Property qualifies for listing on the Glendale Register of Historic Resources, among other factors, that entering into a Mills Act contract with the Property owner is appropriate based on all of the information in the record.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:
Section 1. The recitals above are incorporated herein by this reference. 2 Section 2. That the property located at 1502 Royal Boulevard is to be designated as a historic resource in the Glendale Register of Historic Resources.
Section 3. That the City Manager is authorized to enter into a Mills Act historical property contract with the Property owner subject to the following conditions:
1. Replace the den windows with recessed, six-over-six hung wood windows to allow this area to better match the rest of the rear façade.
2. Replace all garage windows with new two-over-two hung recessed wood windows to match the windows seen in the earlier photographs.
3. Replace the garage door with a new, hinged lift-up door with horizontal wood siding to match the existing garage siding, along with a window and shutters, so that the overall appearance of the door matches that of the door seen in the earlier photographs.
Section 4. That the designation of the Property as a Historic Resource for listing on the Glendale Register of Historic Resources and entering into a Mills Act contract with the Property owner is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Sections 15331 (preservation of historic resources) and 15308 (actions by regulatory agencies for protection of the environment).
