REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Glendale Water and Power (GWP) Power Source Disclosure Report and Power Content Label for Calendar Year 2024.
1. Motion to Note and File the GWP Power Disclosure Report and Power Content Label for Calendar Year 2024.
COUNCIL ACTION
Item Type: Consent Calendar
Approved for November 18, 2025 calendar
EXECUTIVE SUMMARY
Each year, the City Council is asked to review and file the Power Source Disclosure (PSD) Report along with the Power Content Label (PCL), prepared under the California Energy Commission’s (CEC) Power Source Disclosure program. The PCL provides a detailed summary of GWP’s power supply sources and compares them to California’s overall "grid average" mix. All data is recorded and independently verified to maintain transparency in GWP’s power supply portfolio. Published each fall, the PCL reflects the prior calendar year and is formally presented to the City Council.
RECOMMENDATION
Note and file this GWP PSD Report and associated PCL for Calendar Year 2024.
ANALYSIS
The annual PSD Report (Exhibit A) and associated PCL (Exhibit B) are prepared using Open Access Technology International (OATI) electronic tagging information (e-tags), Western Renewable Energy Generation Information System (WREGIS) renewable energy credits (RECs), metered generation, and load data obtained by GWP staff for financial settlements. This same data is also used for Renewable Portfolio Standard (RPS) and Greenhouse Gas (GHG) tracking and reporting.
On May 29, 2025, GWP staff submitted the annual PSD Report for calendar year 2024 to the CEC. Following verification of all megawatt-hours (MWh), a revised PSD Report (Exhibit A) was re-submitted to the CEC on September 18, 2025. 4b2

The 2024 annual PSD and PCL reports have been reviewed and verified by an independent auditor for accuracy and completeness, confirming that all procedures were performed in accordance with CEC regulations
Glendale’s 2024 Power Content Label
Percentages provided in the PCL are issued annually by the CEC based on electricity sold to California consumers during the reporting year. The PCL enables customers and policymakers to understand how GWP’s energy mix aligns with regulatory requirements and environmental goals. Glendale’s 2024 PCL was posted on the GWP website on September 16, 2025, and is available at:
https://www.glendaleca.gov/government/departments/glendale-water-and-power/about- us/power-content-label.
The PCL will also be distributed to GWP customers as a bill insert from November through December 2025.

In 2024, GWP’s renewable percentage was 31%, which is lower than our position from 2023 (35.3%). GWP remains impacted by underproduction of various renewable energy resources such as geothermal plants Star Peak and Whitegrass, as well as construction completion delays of Scholl Canyon Biogas and Grayson Power Plant.
Although the Eland Solar project experienced completion delays, test energy was released June 2024, and Commercial Operation Date (COD) was achieved November 2024. Therefore, Eland Solar is not fully actualized in the report.
There was an increase in unspecified power sources in 2024. The procurement of external unspecified power was necessary as Glendale experienced an extreme summer reaching a peak of 348MW and local generation decreased due to the ongoing construction of Scholl and Grayson. Once Scholl Canyon Biogas and Grayson Power Plant are operational, these two facilities will replace much of the unspecified power in GWP’s portfolio by reducing the greenhouse gas emission intensity.
The City of Glendale continues to focus on achieving higher procurement of renewable and zero-carbon sources and achieved a goal of 50% clean energy generation in 2024.
The City of Glendale continues to commit to clean power, and exceed California’s clean energy mandates, consistently providing its customers with clean and renewable energy.
Proactive planning by GWP, in 2024, secured short-term clean energy contracts to meet Glendale’s 2025 energy needs while maximizing renewable and zero-carbon resources. Renewable and clean energy levels for 2025 are projected to reach 55–60%. GWP remains dedicated to expanding its renewable portfolio through long-term projects such as Milford Solar 2, with an anticipated commercial operating date of January 2027, strengthening Glendale’s commitment to a renewable and zero-carbon future.
