1 RESOLUTION NO. _____________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

GLENDALE, CALIFORNIA, TO DESIGNATE THE RESIDENTIAL
PROPERTY LOCATED AT 1855 VERDUGO KNOLLS DRIVE AS A

HISTORIC RESOURCE ON THE GLENDALE REGISTER OF

HISTORIC RESOURCES AND AUTHORIZING THE CITY MANAGER

TO ENTER INTO A MILLS ACT HISTORICAL PROPERTY

CONTRACT

WHEREAS, the owner of record of the residential property located at 1855 Verdugo Knolls Drive (the “Property”) has consented to, and requests that the Property be designated as a historic resource on the Glendale Register of Historic Resources pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on October 16, 2025, unanimously recommended designation of the Property for listing on the Glendale Register of Historic Resources by a vote of 4-0; and WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the City Council of the City of Glendale, pursuant to Sections

15.20.050 and 15.20.060, finds based on information in the record that the Property is eligible for listing on the Glendale Register of Historic Resources because it qualifies under Criterion 3 (embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represent a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possess high artistic values) in that it is a distinctive and exemplary example of a storybook Tudor Revival style home; it features many unique characteristics that set it apart from other typical Tudor Revival style homes that gained popularity in the 1920s (i.e., each volume has rounded gabled ends and there is a smaller gabled roof over the kitchen area, it is clad in stucco and has brick detailing with stained wood posts at the corners of the house, a combination of casement, fixed, and double hung windows that have a variety of angular shapes and arrangements, some with divided lights, leaded glass or stained glass also emphasize the home’s charm as a whimsical Tudor Revival style); it has an irregular, somewhat crescent shaped plan and sits atop a hilltop overlooking Verdugo Knolls Drive; and it retains high integrity of materials, design, workmanship, location, setting, and feeling, as further described in the November 18, 2025 Staff Report regarding the Property; and WHEREAS, the City Council of the City of Glendale further finds that because the Property qualifies for listing on the Glendale Register of Historic Resources, among other factors, that entering into a Mills Act contract with the Property owner is appropriate based on all of the information in the record.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:
3 Section 1. The recitals above are incorporated herein by this reference.

Section 2. That the property located at 1855 Verdugo Knolls Drive is to be designated as a historic resource in the Glendale Register of Historic Resources.

Section 3. That the City Manager is authorized to enter into a Mills Act historical property contract with the Property owner subject to the following conditions:

1. Replace the garage door with a more compatibly styled wood door as a condition of approval for a Mills Act contract.

2. Remove the portion of the gate at the top of the exterior stairway that does not match the original gate.

Section 4. That the designation of the Property as a Historic Resource for listing on the Glendale Register of Historic Resources and entering into a Mills Act contract with the Property owner is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Sections 15331 (preservation of historic resources) and 15308 (actions by regulatory agencies for protection of the environment).
