Dear Mayor Najarian, City Councilmembers and Staff,
I am writing to oppose Item 8. a. on tomorrow night's agenda. This ordinance is premature, inequitable and simply not well thought out.
First, the so-called outreach to Stakeholders was pitiful. If ever there was been a proposal that called for public meetings, educational presentations and open debate, this is it. This ordinance would hit Glendale residents where it hurts--their wallets and possibly their health. Simply putting the issue to the Sustainability Commission makes a farce of outreach.
I looked at the staff report hoping to learn crucial facts about heat pumps. But I didn't see any hard information about what heat pumps cost either for the hardware or for the labor costs. I live in a 1500 square foot house. Our air conditioner is 25 years ago. Please explain just how we would need to go about installing a heat pump if our AC unit goes out during a heat wave (because of course no AC unit ever went out during a cold snap,)
*Where can we to buy one? Who in Glendale sells them?
*What should we expect to pay? How much of this cost would be rebated and how would that work?
My online research shows that I would need a three ton unit. Installed, this could easily cost more than $10,000!
As if the cost of installing a heat pump isn't bad enough, I've heard from a member of the Sustainability Commission that there is already a shortage of qualified installers in Glendale. How long will it take to build up an adequate number of qualified installers? Another issue that must be addressed before any ordinance is adopted is the reliability of heat pumps.
According to a study by Consumer Reports updated October 14, 2025, 30% of heat pumps installed between 2007 and 2023 had broken or stopped working by the eighth year, half way through their supposed life expectancy. Consumer Reports concluded that heat pump reliability remains poor.
This ordinance should be voted down. Instead of imposing a costly and possibly ineffective mandate on residents, educate us on the advantages and costs of heat pumps and allow us to make our own decisions. Instruct GWP to offer rebates and other incentives. If heat pumps are so great, their benefits will become clear over time and residents will adopt them voluntarily.
Regards,
Mary-Lynne Fisher
