COUNCIL ACTION
Item Type: Consent Calendar
Approved for November 18, 2025 calendar

EXECUTIVE SUMMARY
Following a formal competitive bidding process, Fresh Style Painting was evaluated to be the lowest bidder for the Citywide Facility Painting project. The scope of the work includes the exterior painting of Fire Station 22, 28, and 29 and adjacent Montrose Library. These structures are showing significant signs of deterioration and immediate maintenance is prudent. The cost of the proposed painting contract is $78,000 with a reserve for contingencies of $7,800 is proposed.

RECOMMENDATION
Approve a motion authorizing a contract with Fresh Style Painting, for the Citywide Facility Painting Project, in the amount of $78,000, plus a 10% contingency of $7,800.

ANALYSIS
Glendale Fire Stations 22, 28, and 29, along with the Montrose Library, are key public safety and community facilities that have served their neighborhoods for decades. The exterior paint coatings on these long-serving civic buildings have not been renewed in more than two decades, resulting in significant wear and deterioration, including widespread fading, chalking, cracking, peeling, and minor corrosion. Routine maintenance at these sites has been deferred in recent years due to operational priorities and budget constraints. However, this painting project is now essential to protect these structures from further weathering. It will restore protective coating systems for each facility, preserve the city’s professional appearance, and extend the service life of each building while maintaining full operational continuity for fire response and uninterrupted public access to the library.

All paint colors and sheens will be selected to match existing schemes for each facility.

Work will be coordinated to maintain full fire-station operations and safe, ADA-compliant public access to the library, with scheduling adjusted to minimize noise, odor, and traffic impacts. To protect public health and the environment, low-VOC products and standard environmental safeguards will be used. Upon completion, the facilities will have a durable, uniform finish that enhances curb appeal and protects these essential public safety and community buildings for years to come.

On April 15, 2025, City Council adopted plans and specifications and directed the City Clerk to advertise for bids.

On July 9, 2025, the city hosted a mandatory job walk and twelve (12) contractors attended.

On July 23, 2025, the city received five (5) bids as follows:

1. Fresh Style Painting $78,000

2. Prime Painting $93,500

3. Perfection Painting Corp. $134,750

4. Innovation Painting Inc. $160,000

5. Jimenez Panting Company $184,950
After extensive review, Public Works staff found that Fresh Style Painting has submitted a responsive bid and is deemed a responsible bidder. The proposed contract with Fresh Style Painting amounts to $78,000, with a 10% contract contingency for $7,800. The contingency is requested for any unforeseen conditions that may be uncovered once the contractor is done washing and scraping, such as hidden substrate damage, corrosion, moisture intrusion, and sealant and joint repairs.

Fresh Style Painting has a valid State of California Contractors License that is active and in good standing.

The Citywide Facility Painting project will take approximately three months to complete.

STAKEHOLDERS/OUTREACH
The Public Works Department staff will coordinate with the contractor and the Glendale Fire Department staff to minimize any disruptions to fire station operations and public access to the Montrose Library.

FISCAL IMPACT
The Citywide Facility Painting Project will cost $78,000, plus a 10% contingency of $7,800, which was included as part of the FY 2025-26 budget. No new appropriation is 4d3
