A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GLENDALE, CALIFORNIA, TO CERTIFY DESIGNATION OF
VERDUGO HOUSING CORPORATION AS A COMMUNITY HOUSING
DEVELOPMENT ORGANIZATION
WHEREAS, the City of Glendale has entered into an Agreement with the United States Department of Housing and Urban Development (HUD) to receive funds through the Home Investment Partnerships Act (HOME) Program, a portion of which must be set aside for designated Community Housing Development Organizations; and WHEREAS, Verdugo Housing Corporation, a subsidiary of Door of Hope, currently owns the property of Hamilton Court, a 14-unit, transitional affordable housing project for women and their families affected by domestic violence; Door of Hope’s mission is to provide both temporary and long-term housing solutions to families facing homelessness, with a particular focus on those impacted by domestic violence, and is qualified as a Community Housing Development Organization (CHDO) by complying with the requirements of the HOME Program under the auspices of the United States Department of Housing and Urban Development (HUD); and
WHEREAS, Verdugo Housing Corporation has submitted the required documentation to certify its eligibility status as a non-profit organization, including the Articles of Incorporation and By-Laws of the organization, as further described and referenced in the Joint Report to the Council and Housing Authority dated December 2, 2025 from the Director of Community Development; and
WHEREAS, the City of Glendale, through its 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan supports the development of affordable housing projects for low and/or very-low income households.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:
Section 1. That the City Council supports and certifies the designation of Verdugo Housing Corporation as a Community Housing Development Organization (CHDO) under the regulations of the HOME Investment Partnerships Program for the purposes of supplying affordable rental housing units serving low and/or very-low income households within the City.
3 Section 2. That the City Council of the City of Glendale hereby authorizes and directs the City Manager, or his designee, to transmit this resolution and any required documentation related to the CHDO certification of Verdugo Housing to the United States Department of Housing and Urban Development.
