CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Award the Maple Park Gym Ceiling Replacement Project

1. Motion authorizing the City Manager or his designee to execute a construction contract with Golden Gate Construction for the Maple Park Gym Ceiling Replacement Project, Specification No. 4020, in the amount of $276,750, plus a 10% contingency of $27,675.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for December 2, 2025 calendar

EXECUTIVE SUMMARY
Following a formal competitive bidding process, Golden Gate Construction was determined to be the lowest responsive and responsible bidder for the Maple Park Gym Ceiling Replacement Project. The project involves the removal and replacement of the existing noise-dampening ceiling tiles, portions of which have become loose and are falling, creating a safety hazard for gym patrons. The proposed construction contract amount is $276,750, with a 10% contingency reserve of $27,675 recommended for unforeseen conditions.

RECOMMENDATION
Approve the motion authorizing a construction contract with Golden Gate Construction for the Maple Park Gym Ceiling Replacement Project, in the amount of $276,750 plus a 10 percent contract contingency of $27,675.

ANALYSIS
The Maple Park Gym has a beautifully arched high ceiling held up by arched wood rafters.

Small 1-foot by 1-foot sound dampening tiles have been glued to the ceiling between the rafters to reduce the loud echoing in the gym as part of a building remodeling project in 2009. The glue holding the tiles has passed its expected lifespan, and certain areas of tiles that had become loose were removed to prevent them from falling from the ceiling.

As a result, large areas of ceiling are now showing the unattractive drywall and joint plaster base layer that used to be hidden by the layer of sound dampening tiles. The removal of the tiles has also significantly increased the echo in the gym, making the space noticeably louder. The drywall and joint plaster base layer were tested for asbestos. The joint plaster compound tested positive for levels of asbestos that are above acceptable 4e2

and must be properly abated.

Instead of replacing the ceiling tiles with a similar glue-on product (replacement tiles have become almost obsolete), the proposed replacement method would utilize modern acoustical panels which would be screwed in place to prevent them from falling due to aging glue or impacts from gym use.

The scope of work for the Maple Park Gym Ceiling Replacement project includes:
• Abatement of existing sound dampening ceiling tiles, underlying drywall base layer and asbestos containing drywall joint compound;
• Installation of a new ceiling drywall base layer;
• Installation of modern sound absorbing panels on the ceiling.

Work must start and be completed between January 26, 2026 and March 31, 2026 to not have any impacts on the park’s operations.

On July 29, 2025, the City Council adopted Plans and Specifications No 4020 and directed the City Clerk to advertise for bids.

On September 24, 2025, the Public Works Department hosted a mandatory job walk.

On October 15, 2025, the city received seven bids as follows:

1. AZA Construction $262,500.00

2. Golden Gate Construction $276,750.00

3. Perfection Painting Corp $279,000.00

4. Union Construction Co $326,900.00

5. Hart Design Build Inc $388,000.00

6. Jermax Construction Inc $429,900.00

7. AC Pros Inc $497,607.00
The Engineer’s Estimate for the Project is $350,000.

The mandatory requirements specified in the Invitation for Bids required: “Bidder satisfactorily completed at least four (4) prevailing wage public works contracts in California, comparable in scope and scale to this Project, within three (3) years prior to the Bid Deadline.”
After a thorough review of the bid submittal, staff determined that the apparent low bidder did not meet the minimum qualifications requirement. The bidder was provided an opportunity to be heard and was unable to cure or refute the deficiency. Accordingly, staff has determined that the apparent low bidder is non-responsible pursuant to the bidding requirements.

As a result of this determination, Public Works staff evaluated the next lowest bid. Based on this review, Staff has confirmed that Golden Gate Construction has submitted the 4e3

lowest responsive bid demonstrating compliance with the minimum qualifications. Golden Gate Construction is therefore deemed the lowest responsive and responsive bidder. The proposed contract with Golden Gate Construction amounts to $276,750, with a 10% contract contingency of $27,675 for a total not-to-exceed amount of $304,425. A contingency is requested to address any unforeseen conditions.

Golden Gate Construction currently has State of California B, C-8, C-23, C-27, C-51, C- 61/D-28 and D-39 contractors licenses that are active and in good standing. Golden Gate Construction reports having satisfactorily completed more than 3 projects of similar size and scope of work as the Maple Park Gym Ceiling Replacement Project for various government entities.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Do not approve the motion to award this project to Golden Gate Construction. The Public Works and Community Services and Parks Departments will continue to service and manage use of the gym in its current condition.
