5.CITY COUNCIL/STAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Asatryan stepped away at 7:26 PM and returned at 7:30 PM.
Councilmember Gharpetian shared that he attended the Chevy Chase Country Club Centennial and the Veteran’s Day event. He noted that he is still waiting for a memo or report regarding both the condominium fee structure and a possible test case, and added that he would also like a memo on SB 79. Councilmember Gharpetian asked when Metro could come to present on the Bus Rapid Transit (BRT) project.
Councilmember Kassakhian congratulated the Chevy Chase Country Club on its 100th anniversary. He shared that he attended and served as the emcee for an event for the Verdugo Hills Council of the Boy Scouts. He noted receiving several emails regarding traffic calming measures on Arden Avenue between Pacific and Central and asked that Council and staff look into the matter. He wished everyone an early Happy Thanksgiving.
As the holiday shopping season approaches, he expressed interest in the City promoting local shopping in Glendale, noting that other cities have implemented similar programs.
Councilmember Asatryan thanked staff for organizing the Veteran’s Day event. She shared that at yesterday’s Burbank–Glendale–Pasadena Airport Authority meeting, an agenda item addressed an advertising contract. She proposed that each of the three cities receive equal advertising space and requested guidance from staff on how to properly structure this for Glendale.
Councilmember Asatryan stated that she wished to address an issue that has caused significant disruption to her personally, to small business owners in the city, and to the work of the Council. She noted that for the past three years she has been the subject of repeated disinformation and false accusations from a small group of individuals. She referenced a recent incident in which one of those individuals, a person who has announced his candidacy for the 2026 Council race, publicly accused her of corruption and filed a police report. Councilmember Asatryan explained that to avoid any perception of conflict of interest, the report was forwarded to an independent public integrity unit, which formally rejected the allegations and determined they did not warrant an 5 11 18 25 CC
investigation. Asatryan stated that although the accusations were baseless, they had nonetheless caused reputational harm and disruption to her, to staff, and material damage to local small businesses mentioned in the claims. Councilmember Asatryan described the matter as part of a broader pattern of misinformation. She affirmed her commitment to continue serving with transparency, integrity and accountability while also protecting her name, her work and the people harmed by these false narratives and stated that she has retained legal counsel.
Councilmember Brotman thanked Councilmember Asatryan for her statement. He wished everyone a Happy Thanksgiving. He announced that unfortunately he will miss the Christmas tree lightning as he will be traveling.
City Manager Golanian stated Council is dark next week.
Mayor Najarian shared that the Americana will be hosting a Tree Lighting event on Monday, November 24, 2025, at 5:30 PM. He requested that the City Manager and Police Chief cost out the policing and other municipal services used for the recent No Kings protest, and stated that he would then consult with counsel regarding requesting reimbursement from the event organizers for those costs. Regarding the Bus Rapid Transit project, he detailed the steps he took to determine whether he had a conflict of interest while serving on the Metro Board, and it was determined that he did not. He also shared that there is a Master Cooperative Agreement that Glendale has not yet signed, but that cities along the BRT route that do sign would be reimbursed by Metro for city preparation costs, including staff time.
City Manager Golanian stated that the City is working with Metro staff and the City Attorney’s Office to finalize the language of the Master Cooperative Agreement, and that it will be brought to Council within the next couple of months.
Mayor Najarian also shared highlights from a nine-day trip to visit Glendale’s Sister Cities in Korea, noting that the trip was taken at no expense to Glendale taxpayers or any Glendale fund. He stated that he asked staff to prepare a recognition ceremony to acknowledge the success of diplomacy displayed by Japan and Korea, which are home to Glendale’s Sister Cities.
Director of Community Development Bradley Calvert presented we are nearing the grand opening of the Pioneer Village, and that applications will be open from November 27 to December 11, 2025. He provided website information and that there are 340 units, 92 of which are reserved for seniors. The lottery will be on December 18, 2025. Director Calvert also warned the community, particularly permit applicants, about an alarming email scam in which residents receive fraudulent emails asking for wire transfers. He stated all official emails from the Community Development Department will end in “@glendaleca.gov” and stated if anyone has fallen for the scam to contact the Glendale Police Department at (818) 548-4911.
Mayor Najarian raised concerns about potential scams related to the affordable housing Pioneer Village project, specifically instances in which residents may be asked to pay money to have their application selected. Director Calvert clarified that applications are handled by a third party and stated that anyone contacted regarding a possible scam should notify the Police Department or the Housing Division. Councilmember Asatryan added that it would be helpful to send text messages and emails to individuals on the 6 11 18 25 CC
Section 8 list in various languages. Director Calvert added that flyers will also be distributed in multiple languages, both in print and via email.
