EXECUTIVE SUMMARY
Library, Arts & Culture proposes the donation of Surplus and Obsolete Materials, Equipment and Assets from multiple library locations listed in this report to be donated to the Glendale Library, Arts & Culture Trust, a 501c3 organization. The items included are furniture pieces and equipment that are worn, used, damaged, and/or are no longer needed.

RECOMMENDATION
Approve resolution authorizing the donation of surplus furniture to the Glendale Library, Arts & Culture Trust.
ANALYSIS
Pursuant to Purchasing Policy 3-11, Section R, “Transfer and Disposal of Surplus and Obsolete Materials, Equipment and Assets”, no surplus or obsolete materials with the estimated value of $2,500 or more shall be donated without Council Approval. Library Arts & Culture (LAC) respectfully asks to donate the items listed below to the Glendale Library, Arts & Culture Trust (GLACT). The items included are pieces that are worn, used, damaged, and/or are no longer needed.
LAC is asking for these items to be donated to GLACT, a 501c3 non-profit organization whose mission is “to strengthen the Glendale Library, Arts & Culture Department through advocacy, financial support, and volunteer services”. To do this, GLACT holds “fundraisers for strengthening the public’s investment in the Library by bridging the gap between the cost of superior service, resources, and programs, and what the city provides”. To fulfill their mission, GLACT intends to sell the transferred LAC furniture to external parties, and in turn will donate the proceeds back to LAC to support library programs and services. In the past, GLACT and prior LAC support organizations have held “furniture sales” of surplus and obsolete materials to help generate revenue.

STAKEHOLDERS/OUTREACH
The LAC support organization GLACT has been consulted to ensure they will steward the transferred items appropriately and donate the proceeds back to LAC through their annual budget process.

FISCAL IMPACT
There is no fiscal impact associated with this report.
ENVIRONMENTAL REVIEW (CEQA/NEPA)
The action being considered does not constitute a “project” within the meaning of the CEQA pursuant to CEQA Guidelines Section 15378(a) as it has no potential for resulting in either a direct physical change in the environment or a reasonable foreseeable indirect physical change in the environment.

This item is exempt from campaign disclosure requirements.
ALTERNATIVES TO STAFF RECOMMENDATION
1. Decline to adopt a resolution to donate surplus furniture to the Glendale Library, Arts & Culture Trust.
2. The City Council may consider any other alternative not proposed by staff.
