RECOMMENDATION
That the City Council approves a fourth amendment to extend the lease agreement with Neighborhood Legal Services for Library Connection @ Adams Square at 1100 Chevy Chase Drive for an additional five-year renewal, with an option for the Library to renegotiate the rental increase for the final three years.

ANALYSIS
In August of 2005, the City Council approved the establishment of a storefront library in southeast Glendale and directed staff to enter into lease negotiations with Neighborhood Legal Services, the owner of a space located at 1100 Chevy Chase Drive. City Council approved the lease agreement in January 2006.

Library Connection at Adams Square opened in 2008 and has been operating as a successful branch library since its inception.

The original lease was for a five-year period from April 2006 to March 2011. The City exercised the option in the lease agreement to extend it for an additional five years from April 2011 to March 2016.

In 2016, the Council approved lease Amendment No. 1, which extended the lease for an additional five years from April 2016 to March 2021.

In 2021, the Council approved lease Amendment No. 2, which extended the lease for an additional three years from April 1, 2021, to March 31, 2024, with an option to extend it for an additional two-year period until March 31, 2026. The City exercised the option to extend the lease until March 31, 2026 with Amendment No. 3.

The Library, Arts & Culture Department and NLS wish to extend the lease for an additional five-year renewal commencing April 1, 2026 and ending March 31, 2031, with the following terms:
Three percent (3%) increase for the first two years, from April 1, 2026, to March 31, 2028.
Three and one-half percent (3.5%) increase for the remaining contract years, from April 1, 2028 to March 31, 2031, with the opportunity to request renegotiation of the April 1, 2028 rental increase on or before January 3, 2028.

At that time, parties will agree to the rental increase for the remaining three years of the contract, or another amount as negotiated.

3. ALTERNATIVES TO STAFF RECOMMENDATION

1. Deny the request to extend the lease agreement with Neighborhood Legal Services for Library Connection @ Adams Square. Denial of the request will result in closure of the library branch, prohibiting Southeast Glendale residents from easy access to in-person library services and programs.

2. The City Council may consider any other alternative not proposed by staff.
