Honorable Mayor and City Council Members,
My name is Eugene Yim and I am the owner of Unit 407 at 118 South Kenwood Street, the condo building immediately adjacent to the proposed project at 126-128 S. Kenwood.
While I understand this project is likely to be approved, its proximity to my home (specifically my south-facing bedroom window) creates significant risks that must be mitigated. I am writing to formally request that the following four conditions be added to the project's Conditions of Approval:
1. Mandatory Pre-Construction Survey: Because this project involves significant subterranean excavation just feet from our foundation, I request the developer be required to fund a pre-construction survey of the adjacent units at 118 S. Kenwood (specifically the south-facing units) to document existing conditions. This is standard for projects of this scale to protect existing homeowners from excavation damage.
2. Privacy Screening: My bedroom window is on the 4th floor, facing south. The new building will look directly into my bedroom. I request a condition requiring frosted/translucent glass on the new building’s north-facing windows that align with existing bedrooms, or the immediate installation of mature screening trees (minimum 24-inch box) along the property line, rather than saplings.
3. Construction Liaison: I request a designated "Construction Liaison" be appointed with a 24-hour direct cell phone number provided to all residents within 300 feet, so we can report blocking of driveways or after-hours noise immediately, without navigating City Hall phone trees.
4. Air Quality Protection: I request that the Construction Management Plan explicitly prohibit the idling of heavy equipment or trucks on Kenwood Street directly below our residential windows to prevent diesel exhaust from entering our homes.
Please enter these requests into the public record for the December 16th meeting.
Sincerely,
Eugene Yim 118 S. Kenwood St, Unit 407 Glendale, CA 91205
