EXECUTIVE SUMMARY
A member of Council has requested that the City Council appoint an additional member to the Valley Economic Alliance (VEA). At the December 9, 2025 City Council meeting, Councilmember Asatryan also requested her colleague's support in assigning a new member to the San Fernando Valley Council of Governments (SFVCOG) in her place, in consideration of scheduling conflicts with her appointment and meeting commitments at the Burbank-Glendale-Pasadena Airport Authority.

RECOMMENDATION
That the City Council consider a request to appoint an additional member to the Valley Economic Alliance (VEA), and appoint a new member to the San Fernando Valley Council of Governments (SFVCOG) Board on behalf of the City of Glendale.
ANALYSIS
A member of Council has requested that the City Council appoint an additional member to the Valley Economic Alliance (VEA). While the VEA's protocols follow that the member City's Mayor can appoint additional members to this Board, the City of Glendale City Council's protocols is to bring an item to City Council for a formal consideration and appointment. Upon City Council director, the Mayor can communicate this interest to the VEA Board for their consideration and vote to create and appoint an additional member for a three-year term. Currently, the City of Glendale's representative is Soua Vang, Deputy Director of Community Development/ Economic Development.
At the December 9, 2025 City Council meeting, Councilmember Asatryan requested her colleague's support in assigning a new member to the San Fernando Valley Council of Governments (SFVCOG) Board of Directors in her place in consideration of scheduling conflicts with her appointment and meeting commitments at the Burbank-Glendale-Pasadena Airport Authority. Members to this Board are appointed to serve a four-year term as a voting delegate, and a full-time staff member is assigned at the alternate. This appointment is expiring on May 31, 2029, and as such, staff recommends City Council's consideration of a new appointment to fulfill the remainder of this position.
