1 RESOLUTION NO. _____________________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING; AND AUTHORIZING

THE CITY MANAGER OR A DESIGNEE TO EXECUTE AN AGREEMENT WITH AMERICAN TRAFFIC SOLUTIONS, INC. (DBA VERRA MOBILITY) TO IMPLEMENT

AND OPERATE AUTOMATED SPEED SAFETY CAMERA SYSTEMS FOR A TERM

OF FIVE YEARS, WITH TWO OPTIONAL ONE-YEAR EXTENSIONS, IN AN AMOUNT NOT TO EXCEED $3,405,500.

WHEREAS, the City of Glendale is one of six California cities authorized to participate in a five-year Speed Safety System Pilot Program under Assembly Bill 645 (AB 645), which enables the use of automated speed enforcement to help reduce speeding and speed-related collisions; and
WHEREAS, AB 645 requires that, prior to implementing the Speed Safety System Pilot Program, each participating jurisdiction adopt a Speed Safety System Use Policy and Speed Safety System Impact Report, both of which the City Council adopted on April 29, 2025; and
WHEREAS, AB 645 authorizes a participating jurisdiction with the City of Glendale’s population to operate up to nine speed safety camera systems at one time; and
WHEREAS, the Speed Safety System Impact Report approved on April 29, 2025, identifies nine locations for placement of speed safety camera systems, the implementation of which requires engaging a qualified vendor to provide the design, installation, maintenance, citation processing, and operation of speed safety camera systems; and
WHEREAS, the City of Oakland conducted a competitive solicitation for a vendor to implement its Speed Safety System Pilot Program consisting of 18 speed safety camera systems, releasing a Request for Proposals (“RFP”) on December 24, 2024; and
WHEREAS, having evaluated experience, technical specifications, oral/solution demonstration, and cost, the City of Oakland awarded an Agreement to Provide Information Technology Products and Related Services to American Traffic Solutions, Inc. (dba Verra Mobility) (“Verra”), based upon its depth of experience locally and globally, its cost-competitiveness, and other considerations; and WHEREAS, following its own RFP released on May 31, 2024, the San Francisco Municipal Transportation Agency (“SFMTA”) also awarded Verra an agreement to implement its Speed Safety System Pilot Program consisting of 33 speed safety camera systems based upon a best-value evaluation in which Verra’s proposal received the highest ranking; and

1 WHEREAS, the Agreement to Provide Information Technology Products and Related Services between the City of Oakland and Verra (“Oakland Agreement”) expressly provides that other agencies may utilize, i.e., piggyback upon, the Oakland Agreement to obtain information technology products and services with the City of Oakland’s prior written consent; and
WHEREAS, even if the City of Oakland does not grant its written consent for the City of Glendale to piggyback upon the Oakland Agreement, Verra will honor the fixed fee per month per camera location for the goods and services set forth in the Oakland Agreement; and
WHEREAS, the fixed fee per month per camera location set forth in the Oakland Agreement is significantly lower than the fees that less experienced vendors proposed in response to the City of Oakland and SFMTA RFPs; and
WHEREAS, leveraging the City of Oakland RFP and the Oakland Agreement would enable the City of Glendale to secure advantageous pricing for a near-turnkey operation, avoid a lengthy RFP process of its own, and proceed directly to contract formation and Speed Safety System Pilot Program implementation, reducing the project timeline by several months; and
WHEREAS, an exemption to competitive bidding may be found where the City Council determines that it is in the best interest of the City to dispense with competitive bidding; and
WHEREAS, given the need to engage a qualified vendor that can implement the Speed Safety System Pilot Program cost-effectively, it appears that adequate justification exists and it is in the City’s best interest—upon the recommendation of the Director of Public Works—to dispense with competitive bidding and to authorize the City Manager or a designee to execute an agreement with American Traffic Solutions, Inc. (dba Verra Mobility) to implement and operate automated speed safety camera systems for a term of five years, with two optional one-year extensions, in a total amount not to exceed $3,405,500.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:

1. The foregoing facts are deemed to be true and correct and are a basis for dispensing with competitive bidding and authoring the execution of a contract with a single source for the implementation and operation of automated speed safety camera systems.

2. The Council hereby:

a. Piggybacking on the Agreement to Provide Information Technology Products and Related Services between the City of Oakland and Verra; or, in the alternative,
b. Contracting with Verra directly at the same fixed fee per month per camera location for the goods and services set forth in the Agreement to Provide Information Technology Products and Related Services between the City of Oakland and Verra.
