COUNCIL ACTION
Item Type: Consent Calendar
Approved for January 13, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water and Power (GWP) requests Council’s adoption of a Resolution authorizing the General Manager of GWP or his designee, to issue an RFP to use the recommended alternative project delivery method for the Engineering, Procurement, and Construction of the Substation Battery, Charger, and Rack System Replacement Project and authorizing the City Clerk to solicit proposals.

RECOMMENDATION
Adopt a resolution authorizing the General Manager of GWP to issue an RFP using the Engineering, Procurement and Construction Alternative Project Delivery Method for Substation Battery, Battery Charger and Rack System Replacement project for FY 2025-26, and authorizing the City Clerk to solicit proposals.

ANALYSIS
GWP operates thirteen substations in its service area. Each substation contains batteries, battery chargers and racks that provide critical power to substation equipment and accessories. The batteries at ten substations are nearing their 20-year end of satisfactory operational guarantee and are thus due for replacement to ensure continued safe and reliable operation of the electric system.

The substation batteries are needed for the reliability and safety of the power grid by providing uninterrupted power supply to critical control, protection and communication systems, and during power outages, for preventing potential equipment damage.

The Substation Battery, Charger, and Rack System Replacement Project for FY 2025-26 consists of engineering, procurement and construction of the above equipment and accessories for ten substations.

On December 15, 2025, the General Manager of GWP obtained the City Manager’s approval for the proposed procurement method for the Project, as required by Glendale Municipal Code (GMC), Section 4.13.070 (see Exhibit A).

With Council’s approval, staff will issue an RFP for the engineering, procurement and construction of the Substation Battery, Charger, and Rack System Project. The engineering, procurement and construction project delivery method is the preferred method for delivering this project due to the following reasons:
1) EPC contractors perform this kind of work on a regular basis unlike City staff that may not encounter this kind of work in a decade. Thus, the EPC contractors are more efficient and less likely to encounter problems that may impact the project delivery cost, GMC Section 4.13.060(B)(2), and time, GMC Section 4.13.060(A)(7). 2) Using the EPC method lends itself to improved project quality control as all aspects of the project are handled under one entity which improves project communication among the various EPC teams. This allows for proactive and timely identification and mitigation of potential quality control issues and leads to a high-quality final product that complies with all applicable safety and performance standards, GMC Section

4.13.060(A)(9).
3) The EPC contractor will assume all of the risks involved in all material handling, especially hazardous materials such as batteries including acid spills, GMC Section

4.13.010(B)(3).
4) The City has had successes in using this delivery method on other similar projects such as the building of the Grandview substation which demonstrates that this is a good approach to perform such projects as this, GMC Section 4.13.020(I).

RFP No. 3998 is on file and available in the GWP Electrical Engineering Office.

STAKEHOLDERS/OUTREACH
Not Applicable.

FISCAL IMPACT
The engineer’s estimate of the total project cost, including design, procurement, and construction, is approximately $650,000. Staff will return at the time of contract award with a detailed appropriation request.

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Alternative Project Delivery Method for Engineering, Procurement, and Construction of the Mobile Substation Procurement Project.

1. Resolution authorizing the General Manager of Glendale Water & Power, or his designee, to issue a Request for Proposals (RFP) using the Engineer, Procure, and Construct (EPC) Alternative Project Delivery Method for the Mobile Substation Procurement Project for FY 2025-26, RFP No. 3941, and authorizing the City Clerk to solicit proposals.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for January 13, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water and Power (GWP) requests Council’s adoption of a Resolution authorizing the General Manager of GWP to issue an RFP to use the recommended alternative project delivery method for the Engineering, Procurement, and Construction of the Mobile Substation Procurement Project and authorizing the City Clerk to solicit proposals.

RECOMMENDATION
Adopt a resolution authorizing the General Manager of GWP, or his designee, to issue an RFP using the EPC Alternative Project Delivery Method for the Mobile Substation Procurement Project for FY 2025-26 and authorizing the City Clerk to solicit proposals.

ANALYSIS
GWP operates thirteen substations within its service area. During planned equipment replacements, maintenance outages, or emergency conditions, GWP must temporarily remove substation transformers or switchgear from service. To maintain reliability during these periods, GWP requires a fully equipped mobile substation that can be rapidly deployed to any substation location to provide temporary electrical service.

This Mobile Substation Procurement Project will provide GWP with a trailer-mounted, 15 MVA mobile substation with multiple high-side and low-side voltage configurations, protective equipment, relays, and all associated auxiliary systems. 42 of 107

24c
6 5
6 0
The mobile substation will allow GWP to:
Maintain service continuity during transformer failures or replacements Reduce customer outage durations
Improve operational flexibility
Support emergency response and grid resiliency
The RFP includes engineering, procurement, manufacturing, assembly, testing, delivery, and training associated with the complete mobile substation system. The mobile unit must be capable of operating at 69 kV and 34.5 kV on the high side,

12.47 kV and 4.16 kV on the low side, and must adhere to all GWP technical specifications.

Glendale Municipal Code (GMC) Chapter 4.13 allows the utilization of the Alternative Project Delivery Method for certain projects which fit the criteria set forth therein and where the use of said method will be beneficial to the City. Approval of the City Manager and City Council are required for the use of the Alternative Project Delivery Method. On December 30, 2025, the General Manager of GWP obtained the City Manager’s approval for the proposed procurement method for the Project, as required by GMC Section 4.13.070 (see Exhibit A).

With this report, staff is seeking such approval from City Council to issue the Alternative Project Delivery Method RFP for the engineering, procurement and construction of the Mobile Substation Procurement Project, RFP No. 3941.

The EPC project delivery method is the preferred approach for the following reasons:
1) The project requires specialized engineering and manufacturing expertise, such as multi-voltage high-side and low-side transformer windings, protective equipment, trailer systems, switchgear controls, and specialized auxiliary components, GMC Section 4.13.060(A)(1), (A)(2), and (B)(3).
2) EPC contractors perform this kind of work on a regular basis unlike City staff that may not ever encounter this kind of work. Thus, the EPC contractors are more efficient and less likely to encounter problems that may impact the project delivery cost, GMC Section 4.13.060(B)(2), and time, GMC Section 4.13.060(A)(7) and (B)(1).
3) The RFP emphasizes consolidating design and construction under a single EPC contractor to achieve optimal risk allocation and better integration of QA/QC, GMC Section 4.13.060(A)(5).
4) Using the EPC method lends itself to improved project quality control as all aspects of the project are handled under one entity which improves project communication among the various EPC teams. This allows for proactive and timely identification and mitigation of potential quality control issues and leads to a high-quality final product that complies with all applicable safety and performance standards, GMC Section

4.13.060(A)(9).

5) The City has had successes in using this delivery method on other similar projects such as the building of the Grandview substation which demonstrates that this is a good approach to perform such projects as this, GMC Section 4.13.020(I).

STAKEHOLDERS/OUTREACH
Not Applicable.

FISCAL IMPACT
The engineer’s estimate of the total project cost, including design, procurement, and construction, is approximately $3,250,000. Funding is available in the FY 2025–26 budget, and no new appropriation is being requested at this time.

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Specification No. 4032 for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair Project.

1. Resolution adopting Specification No. 4032 for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair and directing the City Clerk to advertise for bids.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for January 13, 2026 calendar

EXECUTIVE SUMMARY
The Glendale High Recycled Water Booster Pump Station (also referred to as the Glendale High Booster Station) plays a critical role in Glendale Water & Power’s (GWP) recycled water system, supplying approximately 80% of the City’s recycled water facilities. In September 2025, Pump No. 2 was taken offline due to signs of mechanical failure, prompting GWP to issue an Emergency Purchase Order for its removal and inspection by General Pump Company (General Pump) at a cost of $9,550. With Pump No. 1 operating solely without redundancy, the refurbishment and reinstallation of Pump No. 2 has been prioritized to maintain system reliability.

Following the assessment report provided by General Pump, GWP staff has prepared the specifications for the necessary repairs in order to advertise the project for bids.

RECOMMENDATION
Approve a Resolution adopting Specification No. 4032 for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair and direct the City Clerk to advertise for bids. Specification No. 4032 is on file and available at the Glendale Water & Power - Water Engineering Service Counter.

ANALYSIS
The Glendale High Recycled Water Booster Pump Station pumps recycled water from the Los Angeles - Glendale Water Reclamation Plant (LAGWRP) directly into the City’s recycled water system and other recycled water facilities. This booster station plays a vital role in Glendale Water & Power’s recycled water system, supplying approximately 80% of the City’s recycled water facilities, including:

24e
6 5
3 2
Lower Scholl Recycled Booster Station
Upper Scholl Recycled Booster Station and Tank
Glendale Recycled Tank
Fern Lane Recycled Booster Station and Tank
Freeway Recycled Reservoir
Collectively, these facilities provide recycled water to the entire northeastern portion of GWP’s service area, including the Oakmont Country Club.

The Glendale High Booster Pump Station is equipped with two 400-horsepower pumps and motors. Pump No. 2 was taken offline by GWP operators after exhibiting signs of mechanical failure, which were consistent with the deteriorating pump and motor bearings observed.

In September 2025, GWP requested an Emergency Purchase Order through an active contract that authorizes urgent repairs of this nature. General Pump was contracted to perform the removal and inspection, as GWP does not currently have the equipment or infrastructure capable of handling pumps of this size. General Pump, recognized for its exceptional workmanship and long-standing partnership with GWP, provided a quote of $9,550.00 for the emergency pump removal and inspection.

With Pump No. 1 operating alone without redundancy, the GWP Water Division has prioritized the removal and refurbishment of Pump No. 2 to maintain the integrity and reliability of the recycled water system. This action follows the recommendations of the assessment report for Glendale High Booster Pump No. 2 submitted to GWP by General Pump.

The refurbishment and reinstallation of Pump No. 2 will require additional time, labor, materials, transportation, and installation services.

Based on the evaluation and recommendations in the assessment report, GWP staff has prepared Specification No. 4032 for the Repair and Reinstallation of Glendale High Pump No. 2 and are ready to advertise the project for bids.

STAKEHOLDERS/OUTREACH
Not applicable.

FISCAL IMPACT
The Glendale High Recycled Water Booster Pump and Motor No. 2 Repair Project is estimated to cost $70,000.

Staff will return to City Council to award a contract to the lowest responsive bidder; at which time staff will identify specific funds and cost centers that will be used as a funding source and will provide appropriation information. 59 of 107

ENVIRONMENTAL REVIEW (CEQA/NEPA)
The item herein is to adopt specifications and advertise to solicit bids and is not a project as defined by the California Environmental Quality Act (CEQA) and thus a CEQA analysis is not required.

CAMPAIGN DISCLOSURE
Not applicable.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Choose not to adopt Specification No. 4032 for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair, and to not advertise for bids. This would result in Glendale High Pump No. 2 remaining offline, requiring the station to operate solely on Glendale High Pump No. 1 without redundancy, risking the reliability of the recycled water system. This is not a recommended alternative.

Alternative 2: Consider any other alternative not proposed by staff.

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Specification No. 4013 to Furnish Materials, Equipment, and Labor for Testing Transformer, Load Tap Changer, Regulator, and Circuit Breaker Oil for Glendale Water & Power.

1. Resolution adopting Specification No. 4013 to Furnish Materials, Equipment, and Labor for Testing Transformer, Load Tap Changer, Regulator, and Circuit Breaker Oil for Glendale Water & Power (GWP) and Directing the City Clerk to Advertise for Bids.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for January 13, 2026 calendar

EXECUTIVE SUMMARY
GWP needs to hire a contract to perform oil testing due to the expertise and sophisticated equipment needed, as well as the critical nature of regularly monitoring the oil for transformers, load tap changers, regulators, and circuit breakers. Additionally, due to the aging equipment, it is important to have a capable contractor that can determine the current state of the equipment and to assist in determining the appropriate plans of action to remedy any issues to increase power system reliability.

RECOMMENDATION
Adopt Specification No. 4013 to furnish materials, equipment, and labor for testing transformer, load tap changer, regulator, and circuit breaker oil, and direct the City Clerk to advertise for bids.

ANALYSIS
GWP must continually monitor the condition of its oil-immersed electrical equipment to meet this commitment. Oil testing is a standard industry practice to effectively accomplish this task. Oil testing includes taking necessary oil samples from transformers, load tap changers, regulators, and oil circuit breakers, and analyzing these samples for Dissolved Gasses; Total Combustible Gases; Moisture Content; Interfacial Tension; Acidity; Color; Specific Gravity; Dielectric Breakdown Voltage; Polychlorinated Biphenyls (PCB), and other characteristics. A high degree of specific expertise is needed to perform this type of work.

Specification No. 4013 will enable a qualified contractor to continue performing these tasks as part of GWP’s overall annual maintenance program. 63 of 107

RECOMMENDATION
That the City Council approve a Resolution calling for a General Municipal Election to be held on June 2, 2026, for the election of three City Council seats, one City Clerk seat, and one City Treasurer seat, each for a four-year term, to adopt a Resolution requesting consolidated election services, with the exception of candidate filing, from the County of Los Angeles Registrar-Recorder/County Clerk, and to adopt a Resolution setting forth regulations relating to candidate statements and a Resolution of Appropriation in the amount of $669,882 to cover election costs.

ANALYSIS
To comply with State law, in 2018, the City Charter was amended by Glendale voters to change municipal election dates from April of odd numbered to even numbered years by consolidating with Statewide Primary elections starting in March of 2020. Both Glendale Unified School District (GUSD) and the Glendale Community College District (GCC) adopted similar requirements so that all three agencies would hold their elections with the Statewide Primary Election in 2020.

Senate Bill 970 made it so that presidential primary elections would remain in March of even numbered years (EC 1000(a)) but moved gubernatorial primary elections to June of even numbered years (EC 1000(d)).

Both GUSD and GCC Boards have adopted resolutions calling for an election for their respective bodies to be held on June 2, 2026. The GUSD Board and GCC Trustees have both independently voted to have elections on the same date and are filing requests with the County of Los Angeles Registrar/Recorder (Exhibit 1 & 2). Both agencies have also requested that the Office of the Glendale City Clerk act as the filing officer for candidate filings.

The County estimates the election cost based on the following statistics: 113,972 registered voters. Over 90% of the cost is marked as Election Preparation, Election Operations, and Vote-by-Mail Processing.

The City will have staff on its premises to assist candidates and voters with questions regarding the ballot and the changes in the voting system. Additionally, the City Clerk's office will continue to work with the County to identify locations for voting centers.

The City Clerk recommends adoption of a resolution that will establish a policy related to costs associated with candidate statements. The policy establishes the time to submit the candidate statement, a deposit for payment of costs associated with publication of the candidate statement, translation costs, and determination of pro rata costs associated with publication of candidate statements.

In October 2021, the Glendale Municipal Code was amended to add Chapter 1.09, which allocated public funds during election years to assist qualifying local candidates with the payment of the cost (payable to the County of Los Angeles) to file the Candidate 68 of 107

Statement, in the English language, in the voter booklet, and the waiver of the local City filing fee of $25. The County filing fee for the Candidate Statement is based on the number of registered voters within the jurisdiction and changes for every election cycle.

STAKEHOLDERS/OUTREACH
The Office of the City Clerk will publish all election related materials in Korean, Spanish, Tagalog, English and Armenian, which will include, newspaper publishing, public service announcements, social media posts and two banners that are located in the Glendale Community College bridge, and Montrose Shopping District. Additionally, the pertinent information will be disseminated through utility bill inserts as well as social media leading up to the day of the election. Finally, City staff will be available to answer questions and provide information to all stakeholders.

FISCAL IMPACT
The total cost for the City of Glendale's June 2, 2026, election is $599,882 and an estimated additional $70,000 for advertising, postage, labor charges, and the local election filing cost assistance program, totaling $669,882. This amount was not included as part of the FY 2025-26 budget; therefore, staff is requesting appropriation of $669,882 from the General Fund Undesignated Fund Balance as outlined below:
