RECOMMENDATION
Adopt the motion to accept the additional $25,000 in grant funding from OTS for costs related to the tracking of vehicle and pedestrian stop data as required by RIPA.
Authorize the City Manager to execute all necessary agreements, certifications, and related documents required to accept the grant and approve the resolution of appropriation.
ANALYSIS
The STEP uses best practice strategies to reduce the number of persons killed and injured in crashes involving alcohol and other primary crash factors. The Police Department participates in funded strategies including impaired driving enforcement, enforcement operations focusing on primary crash factors, distracted driving, and educational programs. The City Council previously adopted a motion to accept $350,000 from the Office of Traffic Safety to fund the Police Department’s participation in these strategies.
OTS has made additional funding available to offset costs associated with tracking and reporting pedestrian and vehicle stop data, which is required by RIPA. These expenses are estimated to be $25,000 in FY2026.
STAKEHOLDERS/OUTREACH
Participation in this program provides funding to offset Information Technology Department (ITD) expenses related to RIPA compliance. No other stakeholders are involved, and no outreach is necessary.
FISCAL IMPACT
The additional FY 2025-26 State of California Office of Traffic Safety Selective Traffic Enforcement Program award is $25,000, which was not included in the original appropriation.
