1 RESOLUTION NO.
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA
AUTHORIZING THE GENERAL MANAGER OF GLENDALE WATER & POWER
DEPARTMENT, OR HIS DESIGNEE, TO ISSUE A REQUEST FOR PROPOSALS USING THE
DESIGN-BUILD ALTERNATIVE PROJECT DELIVERY METHOD FOR THE ENGINEERING,
PROCUREMENT, AND CONSTRUCTION OF THE SUBSTATION BATTERY, CHARGER AND RACK SYSTEM REPLACEMENT PROJECT, RFP NO. 3998, AND AUTHORIZING THE
CITY CLERK TO SOLICIT PROPOSALS
WHEREAS, the General Manager of Glendale Water & Power Department (“GWP”) has proposed the engineering, procurement, and construction of the substation battery, charger and rack system replacement project, which consist of engineering and replacement of batteries at ten GWP substations which are nearing the end of their satisfactory operational guarantee after twenty years in service (“Project”) using Design-Build, an alternative project delivery method authorized under Chapter 4.13 of the Glendale Municipal Code (“GMC”); and WHEREAS, on December 8, 2025, the General Manager of GWP prepared a memorandum to the City Manager, as required by GMC Section 4.13.070(A)(1), describing the Project’s attributes and stating the reasons and justifications for proposing the Design-Build method of project delivery; and
WHEREAS, the memorandum, which is attached as an exhibit to the General Manager of GWP’s January 13, 2026 Report to the City Council, states that:
1. The utilization of an alternative project delivery method for the Project will enable the Engineer-Procure-Construct (EPC) contractor, who have the expertise and engage in this type of work on a regular basis to work more efficiently and be less likely to encounter problems which may impact the project delivery cost. The Project designer and builder team having early and constant coordination of the construction means, methods, and materials, thereby minimizing Project costs and maximizing its budget; and to meet the Project’s need for overall schedule acceleration [GMC Section 4.13.060(B)(2), and Section 4.13.060(A)(7)];
2. Utilizing the EPC delivery method lends itself to improved project quality control as all aspects of the project are handled under one entity which improves project communication among the various EPC teams. This allows for proactive and timely identification and mitigation of potential quality control issues and leads to a high-quality final product that complies with all applicable safety and performance standards, GMC Section 4.13.060(A)(9);
3. The EPC contractor will assume all risks involved in all material handling, especially hazardous materials such as batteries including acid spills, GMC Section 4.13.010(B)(3); and
4. The City has had successes in using this delivery method on other similar projects such as the building of the Grandview substation which demonstrates that this is a good approach to perform such projects as this, GMC Section 4.13.020(I).
WHEREAS, the City Manager, as required by GMC Section 4.13.070(A)(2), reviewed the Project, and on December 15, 2025, approved the use of Design-Build; and 2 WHEREAS, having received the City Manager’s approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(B), the Project meets the procedural and substantive requirements for using an alternative project delivery method.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
1. The foregoing facts are deemed to be true and correct and are a basis for authorizing the use of the Design-Build delivery method on this Project.
2. The Request For Proposals (RFP) for the engineering, procurement and construction to replace the GWP substation battery, charger and rack system project is hereby approved and adopted and will be known as RFP No. 3998.
3. The City Clerk is hereby directed to advertise for proposals for the project’s design, work, equipment, and materials, as described in RFP No. 3998.
4. The General Manager of GWP is directed to return to the Council for the Council’s award of a contract.
