1 RESOLUTION NO.

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA

AUTHORIZING THE GENERAL MANAGER OF GLENDALE WATER & POWER

DEPARTMENT, OR HIS DESIGNEE, TO ISSUE A REQUEST FOR PROPOSALS

USING THE DESIGN-BUILD ALTERNATIVE PROJECT DELIVERY METHOD FOR

THE ENGINEERING, PROCUREMENT, AND CONSTRUCTION FOR THE MOBILE SUBSTATION PROCUREMENT PROJECT, RFP NO. 3941, AND AUTHORIZING THE

CITY CLERK TO SOLICIT PROPOSALS
WHEREAS, the General Manager of Glendale Water & Power Department (“GWP”) has proposed the engineering design, manufacturing, procurement delivery and commissioning of a fully equipped 15 MVA mobile substation, which will serve as a temporary replacement source during planned maintenance outages, equipment upgrades, or emergency transformer failures at GWP substations (“Project”) using Design-Build, an alternative project delivery method authorized under Chapter 4.13 of the Glendale Municipal Code (“GMC”); and
WHEREAS, on December 16, 2025, the General Manager of GWP prepared a memorandum to the City Manager, as required by GMC Section 4.13.070(A)(1), describing the Project’s attributes and stating the reasons and justifications for proposing the Design-Build method of project delivery; and WHEREAS, the memorandum, which is attached as an exhibit to the General Manager of GWP’s January 13, 2026 Report to the City Council, states that:

1.Specialized engineering and manufacturing expertise. The project requires specialized engineering and manufacturing expertise, such as multi-voltage high-side and low-side transformer windings, protective equipment, trailer systems, switchgear controls, and specialized auxiliary components, GMC Section 4.13.060(A)(1), (A)(2), and (B)(3); and

2. The Design-Build delivery method achieves or improves the Project Efficiency by minimizing the Project delivery cost and time. EPC contractors perform this kind of work on a regular basis unlike City staff that may not ever encounter this kind of work. Thus, the EPC contractors are more efficient and less likely to encounter problems that may impact the project delivery cost, GMC Section 4.13.060(B)(2), and time, GMC Section 4.13.060(A)(7) and (B)(1); and

3. Optimal risk allocation. The RFP emphasizes consolidating design and construction under a single EPC contractor to achieve optimal risk allocation and better integration of QA/QC, GMC Section

4.13.060(A)(5).

4. Improved Project quality. Using the EPC method lends itself to improved project quality control as all aspects of the project are handled under one entity which improves project communication among the various EPC teams. This allows for proactive and timely identification and mitigation of potential quality control issues and leads 2 to a high-quality final product that complies with all applicable safety and performance standards, GMC Section 4.13.060(A)(9).

5. Success in utilizing alternative delivery method on other similar past projects, such as the Grandview substation construction, demonstrating that the proposed approach is a good approach for the proposed Project, GMC Section 4.13.020(I).

WHEREAS, the City Manager, as required by GMC Section 4.13.070(A)(2), reviewed the Project and, on December 30, 2025, approved the use of the alternative project delivery method; and
WHEREAS, having received the City Manager’s approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(B), the Project meets the procedural and substantive requirements for using an alternative project delivery method.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:

1. The foregoing facts are deemed to be true and correct and are a basis for authorizing the use of the alternative project delivery method on this Project.

2. The Request for Proposals (RFP) for the engineering, procurement and construction of the Mobile Substation Procurement Project is hereby approved and adopted and will be known as RFP No. 3941.

3. The City Clerk is hereby directed to advertise for proposals for the project’s design, work, equipment, and materials, as described in RFP No. 3941.

4. The General Manager of GWP is directed to return to the Council for the Council’s award of a contract.
