COUNCIL ACTION
Item Type: Consent Calendar
Approved for January 27, 2026 calendar

EXECUTIVE SUMMARY
This project aims to improve the live/work environment of Fire Station No. 27 and enhance the overall functionality of the fire station for firefighting and paramedic staff. In addition, the station will undergo major upgrades in electrification and ventilation, such as new HVAC heat pumps and electrical service. The intent of this item is for the City Council to adopt the project specification and authorize the City Clerk to advertise for bids.

RECOMMENDATION
Approve the resolution to adopt the specification for the renovation of Fire Station No. 27 project and direct the City Clerk to advertise for bids.

ANALYSIS
Fire Station No. 27 was built in 1967 and serves an area north of the 134 Freeway and West of the 5 Freeway, including Brand Park. Fire Station No. 27 houses an engine company, a BLS ambulance, and a water tender, with 12 firefighters rotating through the 3,900-square-foot facility on a weekly basis.

There is an immediate need to renovate Fire Station No. 27, as there is a lack of proper sleeping arrangements and restroom facilities for firefighters and paramedic staff. The proposed partial tenant improvement includes two new dormitories and three unisex restrooms to support the staffing needs of all personnel. The project will also incorporate Title 24 energy-efficiency upgrades, required fire and life safety improvements, and upgrades to bring all affected areas into compliance with current accessibility standards.

In addition, the scope includes exterior building modifications necessary to meet fire and 4b2

life safety requirements associated with the new dormitory configuration.

On September 18, 2024, the city executed a Professional Services Agreement (PSA) with IDS Group, Inc. for the preparation of design and construction documents, as well as construction administration services for the project, in an amount not to exceed $86,280.

To ensure competitive bids, staff will advertise the bid on the city’s website as well as the local newspaper, Glendale Independent.

This comprehensive upgrade of the dormitories and restrooms will improve the functionality and safety of the fire station.

STAKEHOLDERS/OUTREACH
The work will be coordinated with the contractor and Glendale Fire Department (GFD) staff to minimize any disruptions to operations and the public. The renovations will provide the fire station with much-needed upgrades to enhance the current living/work environment and provide the fire-life safety improvements required for essential services facilities. Fire stations are unique facilities in which fire personnel are directly responsible for the day-to-day upkeep of the building. Accordingly, careful consideration has been given to incorporating solutions that support daily operations and enhance the overall live- work environment of the station. The contractor will work with Glendale Fire Department staff to ensure the project outcome best meets their operational needs.

FISCAL IMPACT
There is no fiscal impact associated with this report. The current architect’s estimate for the construction of this project is $1,150,000 which was included as a part of the approved FY 2025-26 budget.
