RESOLUTION NO. __________________
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA DISPENSING WITH COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE AMENDMENT NO. 7 TO CONTRACT NO. 8001348 WITH CEDARWOOD-
YOUNG COMPANY DBA ALLAN COMPANY, FOR THE OPERATION OF THE
GLENDALE RECYCLING CENTER
WHEREAS, Cedarwood-Young Company dba Allan Company (Allan Company) has been operating the Glendale Recycling Center since 2006; and WHEREAS, following multiple extensions, the agreement with the city is set to expire March 31, 2026; and
WHEREAS, municipal waste management operations are currently in a period of transition due to the planned closure of Scholl Canyon Landfill, preparation of the Recycling Center Master Plan and franchising of commercial waste management; and WHEREAS, the Recycling Center Master Plan study includes an evaluation of the present operation, consideration of current and pending state mandates for solid waste management, forecasting the various waste streams and their financial impact on the city, identifies regional alternatives for managing materials, and proposes alternatives to continued operations and a phased plan for facility improvements that will provide decision makers data and analysis to decide the future of the site; and
WHEREAS, staff believes an extension to the current operating agreement to March 31, 2028, with the option for two one-year extensions through March 31, 2030, is warranted to allow the city time to consider the Recycling Center Master Plan recommendations when engaging in an RFP process for future operations at the Recycling Center; and WHEREAS, due to the aggregate decreased value of recyclable materials and reduced tonnage, Allan Company has proposed to increase their rate for recyclable materials from $90.00 per ton to a 3% or CPI adjusted rate increase (CUURS49ASA0: all items in Los Angeles-Long Beach-Anaheim, CA, all urban consumers, not seasonally adjusted), whichever is higher, from the current $90 per ton, at each contract extension; and WHEREAS, the proposed rate increase is less than that of neighboring cities that have recycling center operators, as described in the Council Report dated January 27, 2026; and WHEREAS, competitive bidding is allowed where the Council determines it is in the best interests of the city to dispense with competitive bidding; and WHEREAS, given the foregoing finding and facts, it appears adequate justification exists and it is in the best interests of the city, upon recommendation of the Director of Public Works, to dispense with competitive bidding and to authorize the City Manager or a designee to execute Amendment 7 to contract 8001348 with Allan Company for operation of the Glendale Recycling Center increasing the contract amount by $2,000,000 to $4,134,074 and extending the duration for two additional years through March 31, 2028, with the option for two one-year extensions 2 1

through March 31, 2030.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
1. The foregoing facts are deemed to be true and correct, and are a basis for dispensing with competitive bidding and authorizing the execution of Amendment No. 7 to Contract No. 8001348 with Cedarwood-Young Company dba Allan Company and that the City Council finds that it is the City's best interest for said contract amendment.
2. The City Council hereby
