Health

Medi-Cal
Budget
Reductions
CaLifornia’s
persistent
structuraL
budget
deficit
has
created
an
extremely
difficult
environment
for
protecting
health
care
programs,
particularLy
Medi-CaL
and
the
state’s
broader
safety-net
system.
In
the
Governor’s
most
recent
budget,
the
Administration
proposed
billions
of
dollars
in
Medi-Cal
reductions,
including
across-the-board
benefit
cuts
and
Limits
on
coverage
for
certain
immigrant
populations.As
one
of
the
state’s
Largest
Medi-CaL
managed
care
plans,
Health
Net
strongly
opposed
these
reductions.
Apekian
Advocacy
led
an
intensive
lobbying
effort—coordinating
with
health
plans,
providers,
county
governments,
clinics,
and
community
organizations—to
educate
legislators
and
Administration
officials
about
the
impact
of
the
proposed
cuts.
We
organized
meetings
with
budget
chairs,
delivered
data-driven
analyses,
and
mobilized
beneficiary
voices.
Despite
these
efforts,
the
scale
of
the
state’s
deficit,
limited
revenue
options,
and
the
political
sensitivity
surrounding
the
issue
prevented
the
Legislature
and
Administration
from
fully
reversing
the
reductions.
While
we
were
unable
to
stop
the
cuts
entirely,
we
did
secure
meaningful
mitigations,
including
protecting
certain
vulnerable
populations
and
converting
some
proposed
eliminations
into
more
targeted
or
limited
reductions.
These
outcomes
reflect
our
ability
to
adjust
strategy,
even
in
difficult
circumstances,
to
reduce
harm
and
preserve
critical
components
of
the

funding
remains
essential,
economic
growth
will
be
equally
critical
to
strengthening
Glendale’s
fiscal
health.
We
will
focus
on
policies
and
programs
that
support
business
retention
and
expansion,
job
creation,
tourism,
and
private
investment,
recognizing
their
direct
impact
on
local
revenues
and
service
delivery.
This
approach
is
particularly
important
as
the
region
prepares
for
the
upcoming
Olympic
Games,
which
present
significant
opportunities
for
economic
activity,
infrastructure
investment,
and
statewide
funding
support.
Housing
and
Horn
elessness
Housing
and
homelessness
will
remain
top
priorities
forthe
Legislature.
State
policymakers
increasingly
pressure
local
governments
to
address
issues
that
extend
beyond
municipal
boundaries,
often
without
adequate
resources.
Apekian
Advocacy
would
seek
to
position
Glendale
as
a
strong,
informed
voice
in
statewide
discussions
on
housing
production,
homelessness,
and
land
use.
We
will
advocate
for
state
programs
and
funding
that
support
the
City’s
goals,
while
protecting
local
land-use
authority,
design
review,
and
neighborhood
standards.
A
critical
component
of
expanding
affordable
housing
is
access
to
reliable
financing
toots,
including
state
and
federal
tax
credits
that
make
projects
financially
feasible.
We
will
actively
engage
on
legislation
and
budget
actions
affecting
programs
such
as
the
Low-Income
Housing
Tax
