5. CITY COUNCIUSTAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Gharpetian suggested monitoring legislation such as AB 1421 related to a vehicle miles traveled tax. Although the bill did not pass, he noted it is important for the public to remain aware of proposals that could add to the overall costs and taxes associated with vehicle ownership. He also condemned comments made by Mehmet Oz, J Administrator of the Centers for Medicare & Medicaid Services, regarding the Armenian community.
Councilmember Kassakhian passed.
Councilmember Asatryan stated that she had already released a public statement addressing Dr. Oz's comments regarding the Armenian community. She also noted that February 4, 2026, is Transit Equity Day and that Beeline bus service will be free of charge.
Councilmember Brotman commented that he was also disturbed by Dr. Oz's remarks.
He asked whether Glendale Water & Power (GWP) is still administering a home energy audit program for residents upon request.
GWP General Manager Scott Mellon clarified that the contract for the home energy audit program has ended and the service is not currently available; however, GWP is exploring options for a restructured program.
Councilmember Brotman also noted that he had heard there are no accessible parking spaces at Adams Square Mini Park and requested clarification from staff.
Mayor Najarian remarked anecdotally that he has observed significant abuse of handicap parking placards and expressed interest in hearing from the Glendale Police J Department regarding efforts to curb this issue. He reiterated that February 4, 2026, is Transit Equity Day, noting that not only will Beeline service be free, but all transit systems, including Metrolink, will also operate free of charge. Mayor Najarian added that his comments regarding Dr. Oz are expected to be published in an upcoming Los Angeles Times article.
Councilmember Kassakhian thanked the Los Angeles Dodgers for visiting Glendale and presenting the City with a $10,000 donation in support of senior programs.
City Clerk Dr. Suzie Abajian announced that the candidate filing period begins on February 9, 2026, and the nomination period for all candidates closes on March 6, 2026.
She noted that if an incumbent does not file for reelection, the nomination period for that seat will be extended. For more information, members of the public were directed to visit glendalevotes.org or contact the City Clerk's Office. Councilmember Gharpetian asked when the first campaign finance reporting deadline occurs, and Dr. Abajian clarified that the first reporting deadline for Form 460 filings was Monday, February 2, 2026.
