RECOMMENDATION
That the Council amend its Rules of Order, Procedure and Decorum for the Conduct of City Council Meetings to move “Councilmember Future Agenda Requests” to the afternoon portion of the meeting prior to closed session.

ANALYSIS
Under Item 13 of the Council’s regular meeting agenda, the Council takes up Councilmember Future Agenda Requests to discuss requests by councilmembers for a report or discussion on a matter. An individual councilmember can raise an issue at a meeting and then at the subsequent regular meeting, the Council discusses whether to place that matter on a future agenda. The Council has requested consideration to move “Councilmember Future Agenda Requests” to the afternoon portion of the meeting to allow appropriate time and focus for discussing future agenda items.

Staff recommends moving Discussion of Future Agenda Requests to Item No. 1 on the agenda which will take place before the Council recesses to closed session. Just like closed session, if there are no items to discuss for Future Agenda Requests then the Council will not convene on that item. The regular start time for the afternoon meeting will be 1 p.m. but – as with closed session – it can commence at a later time depending on the afternoon schedule including Housing and Special meetings. The revised order of the agendas would be as follows:
“4. ORDER OF BUSINESS – REGULAR MEETINGS; DESCRIPTIONS.

A. Order. Business on the regular meeting agenda shall be taken up for consideration and disposition in the following order:

1. Discussion of Councilmember Future Agenda Requests – 1:00 p.m. (or at a later time as designated on the agenda)

2. Closed Session – 1:00 p.m. (or at a later time as designated on the agenda);

3. Regular Business Agenda – 6:00 p.m.;
