City Attorney Michael Garcia asked Assistant City Manager John Takhtalian to address the issue. Mr. Takhtalian provided an update on staff actions, noting that a report is currently being drafted and will likely be ready to share on March 31.
Councilmember Kassakhian stated that he is fine with waiting until March 31. He also raised concerns regarding food trucks and sidewalk vendors occupying sidewalk space, misusing brick-and-mortar addresses for their businesses, and violating parking rules, and requested stricter enforcement of these violations.
Councilmember Gharpetian raised concerns about homes converted into drug and psychiatric rehabilitation centers in residential neighborhoods, noting that state legislation prevents the City from requiring local permits. He also expressed concerns about several state-imposed tax issues, including California's "jock tax," which could disincentivize events such as the Super Bowl from being held in the state; the passage of AB 130, which includes vehicle miles traveled fees as a cost for developers; and the failure of ACA 14, which would have prohibited taxing personal savings, retirement accounts, and home equity. He additionally raised concerns about a proposed Los Angeles County tax measure that could increase sales tax.
Councilmember Kassakhian mentioned that the Los Angeles Central Library is celebrating its centennial and has unveiled a time capsule, noting that this could be a great idea for Glendale to consider.
Mayor Najarian reminded the public that, as Monday, February 16, 2026 is Presidents' Day, City offices will be closed, and there will be no City Council meeting on February 17, 2026. Regarding the Bus Rapid Transit (BRT) project, he shared two upcoming informational meetings for residents: (1) a virtual meeting via Zoom on February 24, 2026, from 6:00 to 7:30 p.m., and (2) an in-person meeting on March 6, 2026, from 6:00 to 7:30 p.m. at the Fremont Park Community Room, 600 Hahn Street, Glendale, CA 91203.
