EXECUTIVE SUMMARY
The Public Works Department is responsible for the repair and maintenance of HVAC mechanical systems in over 50 city facilities including seven large central plant systems including chillers, cooling towers, boilers and automated system controls. Additionally, the department is responsible for the repair and maintenance of 26 emergency power generators that provide assurance that essential public services can be maintained during power outages.
Approval to adopt and advertise for new specifications for these services is needed to engage in new competitive bidding processes to award new five-year building maintenance contracts. Additionally, approval to increase the contract amount for Global Power Group, Inc. is needed for the continuation of maintenance and repair services for the city’s generators through the contract expiration date of October 31, 2026. 5c2

RECOMMENDATION
That the City Council approve the resolutions adopting specifications for HVAC and generators systems maintenance and repairs and directing the City Clerk to advertise for bids, and approve the motion authorizing the City Manager to amend the existing contract for Citywide Maintenance and Repair of Generators with Global Power Group, Inc., increasing the contract amount by $75,000.
ANALYSIS
The Public Works Department is responsible for the maintenance and repair of HVAC mechanical systems citywide. Current in-house staffing includes two HVAC Mechanics who perform most routine maintenance, service requests and minor repairs on the HVAC systems throughout the year. However, the department is neither staffed nor equipped to handle most large-scale to major HVAC equipment and we rely on contract services for this function.
Properly maintained HVAC equipment provides exceptional energy efficiency and optimal indoor environments for staff and the public. HVAC repairs can be costly depending on the type and age of equipment being repaired as well as the scale of the deficiency. Having professional, specialized resources available significantly reduces down time and the overall cost of operations. The selected contractor must maintain the efficiency, safety, and operating characteristics of the equipment as originally designed and installed by the manufacturer(s). Additionally, the work is required to adhere to building codes and other regulations.
The proposed specifications include maintenance, repairs, and installations of HVAC equipment on an as-needed basis for all city facilities. When HVAC systems are inoperable, even for short durations, city operations are adversely impacted. When these systems are down, staff may be exposed to large indoor temperature fluctuations; public buildings such as libraries and community centers may be closed and services temporarily halted. Therefore, the required contractual response time for this contract is to be within two hours for any out of service.
These proposed HVAC system services will provide proper care of the city’s assets and ensure that building occupants have a productive work environment. Due to the ongoing need and regulatory requirements, the recommended contract for HVAC services is five years.
The Public Works Department is responsible for the maintenance and repair of 26 emergency power generators citywide. These units provide a secondary or backup source of electrical power in the event of a power outage to ensure that vital facilities such as fire stations and maintenance yards are operational in these situations.
Emergency power generators provide assurance that essential public services can be maintained during adverse conditions. Based on the specialized training and equipment needed to perform maintenance and repairs to these units, it is necessary to use contracted services. Due to the ongoing need and regulatory requirements, the recommended contract for generator services is five years. 5c3

Additionally, the existing contract 8001441 with Global Power Group, Inc. for generator services, scheduled to expire on October 31, 2026, needs additional funds to cover any future unanticipated repairs through this expiration date. These funds are requested due to the recent costly replacement of a radiator for the Perkins Building backup generator.
Emergency backup generator repairs are infrequent but they can be costly; especially when portable generators are needed when the work is performed. Adding additional capacity to this contract will make sure the city is prepared to respond to future unforeseen generator issues through the expiration of the existing contract. An additional $75,000 is requested for a new not-to-exceed amount of $716,780.
STAKEHOLDERS/OUTREACH
No public outreach for these ongoing building maintenance contracts is anticipated. Public Works will work with various building occupants to minimize the disruption building maintenance work has on city operations and the public.
FISCAL IMPACT
There is no fiscal impact associated with adopting specifications and advertising for bids, at this time. The HVAC Systems Maintenance and Repair is estimated to cost $600,000 per year and the Generators Maintenance and Repair is estimated to cost $175,000. Staff has requested funding for these amounts as a part of the proposed FY 2026-27 budget. If additional appropriations are needed due to the amount of the bids, this funding request may be adjusted.
The proposed increase to contract 8001441 for citywide maintenance and repair of generators will cost $75,000. The Public Works Department can absorb this cost and therefore no new appropriation is being requested at this time. The funding is outlined below:
