COUNCIL ACTION
Item Type: Action
Approved for March 3, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) seeks authorization to enter into a three-year agreement with specialized heavy equipment rental companies. Much of GWP’s existing heavy equipment fleet is aging, creating an operational need to supplement City-owned equipment with rental units on an “as needed” basis to maintain and enhance system reliability.

GWP crews rely on this type of specialized equipment daily to safely and reliably provide electrical service to the residents of Glendale. During peak demand periods and emergency events, GWP staff have been required to coordinate with neighboring utilities to borrow essential equipment, including bucket trucks, in order to complete transmission line repairs and restore service. Establishing rental agreements in advance will reduce reliance on external agencies and improve response times during emergency and high-workload situations.

To address this need, staff have identified and evaluated the three locally based companies that specialize in trade-specific heavy equipment rentals: Precision Aerial 42 6

1 Services, Inc., Custom Truck One Source, Inc., and Global Rental Co., Inc. Each of these vendors is currently utilized and recommended by neighboring utilities, which have confirmed their ability to provide reliable access to properly maintained equipment when needed.

Approval of this agreement will ensure that GWP has timely access to critical equipment to support safe and efficient operations and strengthen the utility’s ability to respond to routine and emergency system demands.

GWP staff has reached out to multiple companies to obtain competitive pricing and now seeks authorization for three-year term agreements with the three qualified vendors referenced herein, with the option to extend each agreement for two additional one-year terms, covering equipment rental services for items such as a digger derrick truck, a large transmission bucket truck, a medium distribution bucket truck, and other similar machinery as needed.

The proposed agreements with these firms will cost in aggregate $1,800,000 over the course of the initial three years. Funding for this contract and the renewal terms will be requested as part of the City’s annual budget process.

RECOMMENDATION
Adopt a resolution dispensing with competitive bidding and authorizing the City Manager, or his designee, to execute three-year agreements with three qualified companies: Precision Aerial Services, Inc., Custom Truck One Source, Inc., and Global Rental Co., Inc., with the option to extend each agreement for two additional one-year terms, to rent heavy equipment as needed.

The total budget and aggregate not-to-exceed amount for the initial three-year term of the agreements, to be shared between the companies, shall be $1,800,000. This, along with the renewal terms will be requested as part of the City’s annual budget.

ANALYSIS
GWP seeks to enter into three-year agreements, with the option to renew each agreement for two additional one-year terms, with three heavy equipment rental companies. GWP’s heavy equipment is aging due to daily use and there is a need to bring in heavy rental equipment, on an “as needed” basis, to improve system reliability.

GWP crews rely on specialized heavy equipment to safely and reliably deliver electrical services to the residents and businesses of Glendale. Over the past year, several vehicles within the Electrical Department fleet have experienced mechanical failures.

Due to the complexity of required repairs, these units were placed out of service for extended periods while undergoing repairs at outside facilities, in some cases for several months. When a specialty piece of equipment is unavailable, entire work crews may be idled, resulting in reduced productivity and extended restoration times during power outage events.

1 During the high wind event in 2025, GWP was required to request assistance from the City of Riverside and the City of Anaheim to obtain specialized equipment in order to expedite power restoration efforts. Additionally, on multiple occasions, GWP’s sole transmission bucket truck has been out of service for repairs while outages occurred on the 69kV transmission system, requiring GWP to coordinate with Burbank Water & Power to borrow equivalent equipment to restore service as quickly as possible. While mutual aid remains an important component of regional cooperation, reliance on neighboring utilities for essential equipment presents operational challenges, particularly during widespread or concurrent emergency events.

To mitigate these risks, staff have identified three companies that specialize in the rental of trade-specific heavy equipment. These companies were recommended by neighboring utilities that currently utilize their services to ensure timely access to properly maintained equipment when operational needs arise.

Executing agreements with these three vendors would provide the following benefits to GWP:

1. Improve the ability of electrical crews to restore service during outages and complete system upgrades in a timely manner.

2. Provide operational flexibility by allowing GWP to secure specialized equipment on an “as needed” basis.

3. Enhance GWP’s ability to participate in mutual aid responses without compromising local operational readiness.

4. Supplement the existing electrical fleet without the capital costs associated with equipment purchase.

5. Reduce reliance on neighboring utilities for critical equipment resources.

6. Increase overall availability of specialized equipment to support routine and emergency operations.

Rental equipment will be deployed by GWP as operational needs arise. For each request, staff will solicit availability and pricing from the contracted rental providers and select the vendor offering the most appropriate equipment based on availability, suitability for the scope of work and cost. This process will ensure efficient use of resources while maintaining operational effectiveness and fiscal responsibility.

FISCAL IMPACT
The agreements for the Heavy Equipment Rental Companies to provide on-call rental services will cost $600,000 per year for a total not-to-exceed amount of $1,800,000 over the initial three-year term, with the potential for an additional $1,200,000 for the optional two-year extensions. Since this cost was not anticipated in the FY 2025-26 budget, staff are requesting the following appropriation from GWP’s Electric Surplus Fund Balance:
