NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:
1. That, the foregoing facts are deemed to be true and correct and the City Council finds a basis for dispensing with competitive bidding in the City’s best interests and in order for GWP to have timely access to specialized heavy equipment as needed when operational needs require such equipment to support routine and emergency operations, as well as in order to improve the ability of electrical crews to restore service during outages and complete system upgrades, enhance GWP’s ability to participate in mutual aid responses without compromising local operational readiness, as outlined in the Report Dated March 3, 2026 by the General Manager of GWP. 2 2.
