5. CITY COUNCIL/STAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Asatryan commended local students participating in walkouts and peaceful protests, noting that one of the greatest rights in this country is the right to protest. She also thanked the Glendale Police Department for ensuring the students’ safety.
Councilmember Kassakhian expressed frustration with the City’s slow pace in addressing delivery robots and requested that staff bring forward an emergency ordinance to halt their operation until the City has reviewed and adopted policies that address legitimate public concerns.
City Attorney Michael Garcia asked Assistant City Manager John Takhtalian to address the issue. Mr. Takhtalian provided an update on staff actions, noting that a report is currently being drafted and will likely be ready to share on March 31.
Councilmember Kassakhian stated that he is fine with waiting until March 31. He also raised concerns regarding food trucks and sidewalk vendors occupying sidewalk space, misusing brick-and-mortar addresses for their businesses, and violating parking rules, and requested stricter enforcement of these violations.
Councilmember Gharpetian raised concerns about homes converted into drug and psychiatric rehabilitation centers in residential neighborhoods, noting that state legislation prevents the City from requiring local permits. He also expressed concerns about several state-imposed tax issues, including California’s “jock tax,” which could disincentivize events such as the Super Bowl from being held in the state; the passage of AB 130, which includes vehicle miles traveled fees as a cost for developers; and the failure of ACA 14, which would have prohibited taxing personal savings, retirement accounts, and home equity. He additionally raised concerns about a proposed Los Angeles County tax measure that could increase sales tax.
Councilmember Kassakhian mentioned that the Los Angeles Central Library is celebrating its centennial and has unveiled a time capsule, noting that this could be a great idea for Glendale to consider.
Mayor Najarian reminded the public that, as Monday, February 16, 2026 is Presidents’ Day, City offices will be closed, and there will be no City Council meeting on February 17, 2026. Regarding the Bus Rapid Transit (BRT) project, he shared two upcoming informational meetings for residents: (1) a virtual meeting via Zoom on February 24, 2026, from 6:00 to 7:30 p.m., and (2) an in-person meeting on March 6, 2026, from 6:00 to 7:30 p.m. at the Fremont Park Community Room, 600 Hahn Street, Glendale, CA 91203. Additional information is available at Metro.net/NoHoPasBRT. 14 of 119

Mayor Najarian expressed condolences to the motorist who was killed, as well as those injured, when a vehicle stopped at a Metrolink track intersection was struck by a train last week. He then delivered remarks expressing concerns that the Glendale Unified School District is not acting in the best interests of students, citing both historic and recent sexual abuse cases involving district employees. He presented several proposals to address these concerns and requested that a copy of the ruling for Case No.
BC687575, filed with the Superior Court of California, County of Los Angeles on March 20, 2025, be lodged with the City Clerk.
Councilmember Asatryan noted that a letter sent by GUSD to parents regarding a recent sexual abuse case included a resource link available only in English, rendering it ineffective for non-English-speaking families.
City Clerk Dr. Suzie Abajian announced that the nomination period for all candidates opened on February 9, 2026, and will close on March 6, 2026. Election information is available at glendalevotes.org or by contacting the City Clerk’s Office.

CITY OF GLENDALE, CALIFORNIA
REPORT TO THE CITY COUNCIL
Report: Annual Weed Abatement Program for 2026
1. Resolution declaring that noxious weeds on certain properties are a public nuisance; that the City intends to cause abatement by removal; that a hearing will be held on March 24, 2026, for objections to removal.
COUNCIL ACTION
EXECUTIVE SUMMARY
The Fire Department’s Vegetation Management Program includes 16,383 parcels within the Very High Fire Hazard Severity Zone that receive annual inspections. Of those, 671 are unimproved, vacant properties. The City has an agreement with the Los Angeles County Agricultural Commissioner for weed abatement services on those unimproved properties. The City Council annually reviews and approves a resolution declaring noxious weeds on unimproved properties may constitute a public nuisance in order to permit the County Agricultural Commissioner to work within the City. This action also establishes a public hearing date to allow affected property owners to voice their concerns.

2 RECOMMENDATION
That the City Council approve the attached resolution declaring that certain noxious weeds located on properties within the City’s jurisdiction constitute a public nuisance; that the City intends to cause their abatement; and that the City establishes a public hearing date of March 31, 2026.
ANALYSIS
The City of Glendale has a five-year agreement (2022-2027) with the County of Los Angeles for weed abatement services, which are carried out by the Los Angeles County Agricultural Commissioner. Each year, the Commissioner develops a list of properties in the City of Glendale that contain noxious weeds considered to be a public nuisance. All unimproved parcels in the City are inspected annually and placed on the list if they present an actual or potential fire hazard within 100 feet of a structure. This year’s list includes 671 properties. The list is submitted to the City along with a resolution, declaring the weeds a hazard and public nuisance. Upon adoption of the resolution the County Agricultural Commissioner is thereby designated to act on behalf of the City to abate the hazards. The City is required to provide notice of the abatement action and the date on which property owners affected may address concerns to the City Council. The notices will be mailed by the County at least ten days prior to March 10, 2026. By approving the attached resolution, March 31, 2026, is established as the date for a public hearing at which property owners may be heard regarding the Declaration List.
STAKEHOLDERS/OUTREACH
The stakeholders include the owners of the 671 properties identified in the attached declaration list. A notice will be mailed to the property owners informing them of the program.
FISCAL IMPACT
There is no fiscal impact associated with this report.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Private hazard abatement vendors may be contracted with by the City of Glendale to provide the aforementioned services. This alternative would require the City to assume the lead role in key program tasks including notification, inspection and cost recovery, thereby increasing the direct cost for the City. Alternative 2: The City Council may consider any other alternative not proposed by staff.

THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA RESOLVES AS FOLLOWS:
Pursuant to the provisions of Title 4, Division 3, Part 2, Chapter 13, Article 2, of the California Government Code, Sections 39560 to 39588, inclusive, and evidence received by it, the City Council of the City of Glendale specifically finds:
SECTION 1. That the weeds, brush, or rubbish growing or existing upon the streets, sidewalks, or private property in the city attain such large growth as to become, when dry, a fire menace to adjacent improved property, or which are otherwise noxious or dangerous, or a public nuisance;
SECTION 2. That the presence of dry grass, stubble, refuse, or other flammable materials are conditions which endanger the public safety by creating a fire hazard; SECTION 3. That by reason of the foregoing fact, the weeds, brush, rubbish, or dry grass, stubble, refuse, or other flammable material growing or existing upon the private property hereinafter described, and upon the streets and sidewalks in front of said property constitute a seasonal and recurrent public nuisance and should be abated as such.
SECTION 4. That the private property, together with the streets and sidewalks in front of same herein referred to, is more particularly described as follows, to-wit: That certain property described in the attached list hereto and incorporated herein by this reference made a part hereof as though set forth in full at this point.
NOW THEREFORE BE IT RESOLVED that pursuant to the findings of fact, by this Council heretofore made, that the seeds or dry grass, stubble, refuse, or other flammable material in and upon and in front of the real property hereinbefore described constitute and are hereby declared to be a seasonal and recurrent public nuisance which should be abated.

In addition, the Board of Supervisors authorized and directed the Agricultural Commissioner to recover its costs of details. All property owners having any objections to the proposed removal of weeds, brush, rubbish, refuse and dirt, and the recovery of inspection costs, are hereby notified that they may attend a hearing of the City Council of said city to be held at 613 E. HE CITY COUNCIL OF THE CITY OF GLENDALE DOES RESOLVE AS FOLLOWS:
B
E IT RESOLVED THAT, pursuant to the provisions of Title 4, Division 3, Part 2, Chapter 13, Article 2, of the California Government Code, Sections 39560 to 39588, inclusive, and evidence received by it, the City Council of the City of Glendale specifically finds:
S

S
ECTION 2. That the presence of dry grass, stubble, refuse, or other flammable materials are conditions which endanger the public safety by creating a fire hazard.
S
ECTION 3. That by reason of the foregoing fact, the weeds, brush, rubbish, dry grass, stubble, refuse, or other flammable material growing or existing upon the private property hereinafter described, and upon the streets and sidewalks in front of said property constitute a seasonal and recurrent public nuisance and should be abated as such.
S
ECTION 4. That the private property, together with the streets and sidewalks in front of same herein referred to, is more particularly described as follows, to wit: That certain property described in the attached list hereto and by this reference made a part hereof as though set forth in full at this point.
63 of 119
BE IT THEREFORE RESOLVED, pursuant to the findings of fact, by this Council heretofore made, that the weeds, brush, rubbish, dry grass, stubble, refuse, or other flammable material in and upon and in front of the real property hereinbefore described constitute and are hereby declared to be a seasonal and recurrent public nuisance which should be abated. The Agricultural Commissioner/Director of Weights and Measures, County of Los Angeles, is hereby designated the person to give notice to destroy said weeds, brush, rubbish, dry grass, stubble, refuse, or other flammable material and shall cause notices to be given to each property owner by United States Mail and said notice shall be substantially in the following form to wit.

Notice is hereby given that on March 10, 2026, the City Council of the City of Glendale passed or will pass a resolution declaring noxious or dangerous vegetation including weeds, brush, tumbleweeds, sagebrush, and chaparral or rubbish and refuse were growing or occurring upon or in front of said property on certain streets in said city or unincorporated area of the County of Los Angeles, and more particularly described in the resolution, and that they constitute a public nuisance which must be abated by the removal of said noxious or dangerous vegetation, rubbish and refuse. The resolution further declares that, if not abated, the vegetation and/or rubbish and refuse may be removed and the nuisance abated by County authorities in which case the cost of removal shall be assessed upon the land from or in front of which the noxious or dangerous vegetation, rubbish and refuse are removed. Such cost will constitute a special assessment against such lots or lands. Reference is hereby made to said resolution for further particulars. In addition, the Board of Supervisors of the County of Los Angeles authorized and directed the Agricultural Commissioner to recover its costs of details. All property owners having any objections to the proposed removal of noxious or dangerous vegetation, rubbish and refuse and the recovery of inspection costs, are hereby notified that they may attend a hearing of the City Council of said city to be held at 613 E. 1. Motion authorizing the City Manager, or his designee, to enter and execute a contract with General Pump Company, Inc. (General Pump) of San Dimas, California for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair Project, Specification No. 4032, in the amount of $89,550 plus a ten (10%) percent contingency of $8,955.

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) is requesting City Council authorization to execute a contract with General Pump Company, Inc. to rehabilitate the Glendale High Recycled Water Booster Pump and Motor No. 2. On February 4, 2026, GWP received three bids and, following a thorough review, determined that General Pump Company, Inc. is the lowest responsible and responsive bidder.
RECOMMENDATION
Authorize the City Manager to execute a contract with General Pump Company, Inc. for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair Project in the amount of $89,550, plus a ten percent (10%) contingency of $8,955.
ANALYSIS
The Glendale High Recycled Water Booster Pump Station is a critical component of Glendale Water & Power’s recycled water system, supplying approximately 80% of recycled water to several facilities that serve the northeastern service area, including Oakmont Country Club. The project location is shown in Attachment A.
The station operates with two 400-horsepower pumps and motors; however, Pump No. 2 was taken offline due to mechanical failure caused by deteriorated bearings. In September 2025, GWP issued an Emergency Purchase Order and contracted General 68 of 119

Pump to remove and inspect the pump, as GWP lacks the equipment to handle pumps of this size. General Pump completed the removal and inspection for $9,550. With only one pump currently in operation at the facility, GWP has prioritized repairing and reinstalling Pump No. 2 to restore redundancy and maintain system reliability. The pump and motor are now ready for repair, followed by reinstallation.
On January 13, 2026, the City Council adopted Specification No. 4032 for the Glendale High Recycled Water Booster Pump and Motor No. 2 Repair Project and directed the City Clerk to advertise for bids for the work, equipment, and materials described therein.
On January 21, 2026, an optional pre-bid meeting/job walk was conducted at the project site. GWP staff explained the scope of work and responded to questions from prospective bidders. Four prospective bidders attended the optional pre-bid meeting.
To ensure competitive bidding, the Notice Inviting Bids (NIB) for the project was published on the City’s website. The project was also advertised on BidNet Direct, a construction services platform. In turn, BidNet Direct distributed the project advertisement to several additional project posting sites that do not require a subscription, including Bid America, Blueprint Express, Construction Data Corporation, Direct Connection, and F.W. Dodge.
On February 4, 2026, the City received three bids as summarized in Attachment B, and is shown below:
Rank Bidder Location Bid Amount
1 General Pump Company, Inc. San Dimas, CA $ 89,550
2 Powers Bros. Machine Inc. Montebello, CA $187,000
3 MMC Inc. La Palma, CA $264,000
Upon review of the bid documents, GWP staff determined that General Pump Company, Inc. is the lowest responsible and responsive bidder. The bid amount of $89,550 exceeds the Engineer’s Estimate of $70,000, primarily due to significant increases in material, fuel, and labor costs driven by tariffs.
General Pump Company, Inc.’s bid was reviewed for completeness and found to be in compliance with the bidding requirements set forth in Specification No. 4032. Staff also verified through the State of California Contractors State License Board that General Pump Company, Inc., of San Dimas, California, holds a contractor’s license that is current, active, and in good standing.

REPORT TO THE CITY COUNCIL
Report: Sister Cities Program Annual Report
1. Motion to Note and File Annual Report
2. Motion Directing Staff on Hosting a Cultural Event
COUNCIL ACTION
EXECUTIVE SUMMARY
In the first full year since Council directed the revitalization of Glendale’s Sister Cities Program, the City has made good progress in rebuilding governance, strengthening international relationships, and engaging the community. A Sister Cities Committee was established with representatives from all sister and friendship cities, supported by the hiring of a dedicated Program Coordinator. Staff reconnected with every partner city and created a centralized records system to ensure continuity.
The Program launched initiatives to raise visibility and community participation, including the Under One Sky kickoff event, presence at multiple citywide festivals, and strengthened partnerships with cultural organizations. Delegations from South Korea, Mexico, Armenia, and Artsakh visited Glendale, while the City supported youth cultural exchanges with Boeun-gun and Kapan. Mayor Najarian further advanced diplomatic ties through international visits to Japan, South Korea, and Armenia.
Staff is seeking Council direction on hosting a multicultural community event similar to the City’s former Unity Fest, a request made by the Sister Cities Committee and also raised by Council.
Overall, the first year laid a strong foundation for a coordinated and community-engaged Sister Cities Program that promotes cultural exchange, economic collaboration, and global goodwill.

2 RECOMMENDATION
That Council note and file the annual report and consider approval of an annual cultural event.
ANALYSIS
Background
On August 13, 2024, the City Council directed staff to establish a Sister Cities Committee as the governance structure for revitalizing Glendale’s Sister Cities Program. Council instructed the City Manager to create the committee, define its mission, membership, and operating procedures, and ensure it serves as a central clearinghouse for all sister and friendship city activities. Council also approved funding for a part-time Senior Administrative Analyst to coordinate the program, maintain records, support committee operations, and provide annual updates.
Recruitment and Selection of Program Coordinator
A recruitment for the Program Coordinator launched in August 2024, yielding 20 applications. Six candidates advanced to oral interviews and performance testing, and three finalists participated in hiring interviews with the City Manager’s Office and Library, Arts & Culture.
Ani Avanesyan was hired as the City’s Sister Cities Program Coordinator on January 7, 2025. Ani brings six years of experience with organizations such as the World Bank and United Nations, specializing in international collaboration, stakeholder relations, and government affairs. She holds an MBA, a bachelor’s in Linguistics and Intercultural Communications, and is a certified Project Manager. She is multilingual in English, Armenian, and Russian.

Cultural Event Proposal
Sister Cities Committee members have expressed interest in hosting a multicultural event similar to Unity Fest in Fall 2026. The City used to host an annual Unity Fest celebrating Glendale’s cultural diversity. The focus of the event was to showcase Glendale's rich cultural diversity and featured music, food, and performances representing various backgrounds. The event used to be held at Verdugo Park.
The request to bring back a Unity Fest type of event has also come up at a recent Council meeting. If Council wishes to proceed, staff will develop a cost proposal after consulting with the impacted City Departments and present a resolution of appropriation for Council consideration at a future Council meeting.
Benefits of hosting this event include: 1) Strengthening community engagement, 2) Showcasing global cultures represented in Glendale and 3) Supporting tourism, cultural diplomacy, and community diversity. However, Council should also consider the City’s fiscal challenges in evaluating this request.
FISCAL IMPACT
There is no fiscal impact associated with the annual report. If Council wishes to move forward with hosting a multicultural event, a resolution of appropriation will be brought forth for Council consideration once the event costs have been developed.
On a related note, as staff is preparing the FY 2026-27 City Budget and in anticipation of Committee members desire to carry out programming, staff will be including a budget line item for Council consideration as part of the budget review process. These funds will pay for facility use/rental related fees, food, supplies, etc. Depending on the level of fundraising by the Committee, some or all of these costs may be offset. 79 of 119

REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Fiscal Year 2025-26 Second Quarter Financial Status Report
1. Motion to note and file the Financial Status Report for the period ending December 31, 2025
2. Resolution of appropriation
COUNCIL ACTION
Item Type: Action Item
Approved for March 10, 2026 calendar
EXECUTIVE SUMMARY
The FY 2025-26 Second Quarter Financial Update report, which includes the General Fund revenues and expenditures recorded through December 31, 2025, are presented in this report. General Fund revenues received through the second quarter are approximately $113.6 million, or 32.4% of the revised revenue budget. Total General Fund expenditures through the second quarter are approximately $167.5 million, or
47.1% of the revised budget.
The General Fund Five-Year Forecast has been updated with the latest assumption factors. Due to multiple financial strategies implemented or in the process of being implemented, the General Fund’s financial outlook has improved. While the structural imbalance still exists, if the City can implement all the financial strategies included in the forecasting model, the City is expected to maintain the General Fund Reserve above 25% and remain in compliance with the City’s reserve policy within the next five fiscal years.
In addition, the City of Glendale received a donation from the Los Angeles Dodgers in the amount of $10,000 for the Senior Services Program managed by the Community Services and Parks Department. The Community Services and Parks Department is respectfully requesting a resolution of appropriation from this revenue to expend the funding and enhance services.
RECOMMENDATION
That the City Council approve the attached motion accepting the FY 2025-26 Second Quarter Financial Status Report. That the City Council also approve the resolution of appropriation to appropriate the donation from the Los Angeles Dodgers. 83 of 119

ANALYSIS
General Fund Revenues
Revenues received in FY 2025-26 through December 31, 2025, total approximately $113.6 million, an increase of $14.5 million (14.6%) compared to the same period last year. Based on second quarter performance, combined with first quarter results, the revenue projection has been increased by a net $1.7 million. Revenues through the second quarter represent 32.4% of projected actuals, which is consistent with expectations at this point in the fiscal year.
Sales taxes receipts totaled $28.0 million, essentially flat compared to last year, with performance varying across tax groups. Losses from an auto dealership lowered autos and transportation revenues, and the departure of an office-supply/furniture taxpayer reduced revenues in the business and industry group. The City’s allocation from the countywide use-tax pool also declined due to reduced regional activity. General retail remained stable, and the City’s voter-approved transactions and use tax showed stronger results, particularly from in-store and online retail activity. Overall performance aligns with the previous forecast, and only a slight adjustment of $73 thousand is being included in the revenue projection.
Utility users taxes increased by $1.3 million (9.0%) compared to the same period last year, driven by higher Electric UUT resulting from increased electricity rates, along with higher Gas UUT. Transient occupancy taxes decreased slightly by $457 thousand compared to the prior year. Based on current trends, no adjustments to the revenue projections are needed at this time.
Licenses and permits continued to outperform expectations following strong first quarter results, with second quarter results exceeding last year by $1.2 million. As a result, revenue projections are being increased by $1.5 million overall: 1.0 million for building permits, $300 thousand for planning permits, and $200 thousand for street permits.
Revenue from other agencies is $399 thousand higher than last year, primarily because the annual motor vehicle-in-lieu payment was received earlier in the fiscal year. This category is also trending upward due to increased federal and state grant receipts, and we are making a $192 thousand increase to the revenue projection.
Charges for services are tracking $5.5 million higher than last year due to the collapse of the Parking Fund, with parking meter and parking garage revenues—approximately $4.4 million—now deposited into the General Fund. These revenues are performing in line with projections. However, other revenues within this category are trending higher, and a net increase of $190 thousand is included in the revenue projection. This reflects higher emergency medical response fees ($350 thousand), express plan check fees ($315 thousand), parking agreement revenue ($150 thousand), and various miscellaneous fees ($75 thousand). These increases were partially offset by a $700 thousand reduction in Scholl Canyon Landfill host assessment fees. 84 of 119

Fines and forfeitures are $1.1 million higher than last year due to the collapse of the Parking Fund, with all parking citation revenue now recorded in the General Fund.
However, this category is tracking below projections. A $460 thousand reduction is included in the revenue projection, largely due to delays in implementing the Speed Safety Camera Program and fewer citations issued. The Police Department considers this trend normal.
Miscellaneous & non-operating revenues are $17 thousand higher than last year. In addition, our unclaimed property amount was higher than originally budgeted. As a result, we are increasing the revenue project by $217 thousand.
Typically, no actuals are recorded in the transfers from other funds category mid-year, as the Electric Transfer from Glendale Water & Power is posted at year-end. However, in FY 2025-26, a one-time $9.0 million transfer was budgeted from the Capital Improvement Fund to the General Fund. This transfer returned funds previously allocated to the cancelled/defunded projects as part of budget balancing strategies. In the first and second quarters, $4.5 million of this transfer was recorded.
The following table shows General Fund revenues by major category as of December 31 for each fiscal year.

General Fund Expenditures
As of the first six months, expenditures are tracking slightly lower than 50% of the budgeted amount. Total General Fund expenditures as of December 31, 2025 are approximately $167.5 million, or 47.1% of the revised budget. Variances from the expected 50% level are common and may result from seasonal spending patterns or procurements scheduled for later in the fiscal year.
The revised budget includes approximately $991 thousand in Council-approved budget adjustments through December 31, 2025 to the General Fund, along with $2.1 million in budget carryovers from the prior year for programs and activities that have not yet been completed.
Expenditures for the second quarter totaled $167.5 million, a 1.4% increase compared to the same period last year. Salaries and benefits remained stable overall, increasing by approximately $2.7 million due to cost-of-living adjustments, normal step progression, and $1.7 million associated with the collapse of the Parking Fund into the General Fund.
Maintenance and operations increased by $5.0 million (14.1%), with $3.0 million of that growth also attributable to the collapse of the Parking Fund.
Capital outlay increased by $172 thousand, driven by Fire Department equipment purchases, including turnouts and defibrillators, which were made earlier in the year due to the department’s purchasing schedule.
Transfers to other funds decreased by approximately $5.5 million, reflecting FY 2025-26 budget balancing strategies that deferred transfers to the Building Maintenance Fund and the Fleet Fund and reduced the transfer to the Capital Improvement Fund.

General Fund Projected Ending Fund Balance, June 30, 2026 Based on the results through December 31, 2025, staff is recommending several adjustments: increasing Property Taxes by $29 thousand, Sales Taxes by $73 thousand, Licenses and Permits by $1.5 million, Revenue from Other Agencies by $192 thousand, Charges for Services by $190 thousand, and Miscellaneous and Non-operating Revenues by $217 thousand, while decreasing Fines and Forfeitures by $460 thousand.
Altogether, these changes result in a General Fund revenue increase of $1.7 million compared with the first quarter projection, bringing the revised revenue estimate to $351.0 million.
Staff’s ongoing review of General Fund expenditures indicates anticipated savings of approximately $10.9 million, or 3.1% of the revised budget. These savings occur across multiple categories, with a substantial share tied to one-time salary and benefit savings resulting from slower-than-expected hiring, particularly within the Police Department.
While the City continues to apply a 98% spending assumption in the out-years, the additional savings realized this year offer only short-term relief and are not expected to recur as recruitment efforts accelerate. Based on current spending trends, total year-end expenditures are estimated at $344.6 million. These projected savings reflect a preliminary estimate of year-end performance and are not being recommended as a reduction to the General Fund budget at this time.

*Council Reserve Policy is a minimum of 25% with a target of 35% of budgeted expenditures.
As reflected in the reserve percentage, the City remains in a stable financial position, supported by strong first and second quarter FY 2025-26 revenues and a healthy General Fund reserve balance. However, the long-term forecast shows a structural imbalance over the next five fiscal years, with expenditures projected to outpace revenues. Without corrective action, this growing gap is unsustainable and will ultimately affect the City’s ability to maintain essential services for the Glendale community. While reserves can temporarily offset the imbalance, relying on them is not a viable long-term strategy. Continued reserve depletion would reduce the City’s capacity to respond to emergencies, absorb economic shocks, and sustain critical programs and services.
The City is in the process of developing the proposed FY 2026-27 budget, working closely with consultants and departments to update revenue assumptions and identify additional budget reductions. As this work progresses, the General Fund Five-Year Forecast will be updated in the coming weeks and presented as part of the first Budget Study Session.

ANALYSIS
In 2016, the City of Glendale issued its Electric Revenue Bonds, 2016 Refunding Series, to refund its 2006 Electric Bonds and a portion of the 2008 Electric Bonds. REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Authorization to enter into a Legal Services Agreement with Norton Rose Fulbright US LLP, and a Professional Services Agreement with Public Financial Management Financial Advisors, LLC.
1. Motion authorizing the City Manager, the City Attorney, or their designees, to enter into and execute a Legal Services Agreement (LSA) with Norton Rose Fulbright US LLP (Norton) for a three-year term to provide Glendale Water & Power Department (GWP) bond counsel and disclosure counsel services, including the upcoming refunding of the 2026 Electric Revenue Refunding Bonds, for a not-to-exceed amount of $250,000.
2. Motion authorizing the City Manager, or his designee, to enter into and execute a Professional Services Agreement (PSA) with Public Financial Management Financial Advisors, LLC (PFM) for a three-year term to perform financial advisory services related to Glendale Water & Power Department (GWP), including the issuance of the 2026 Electric Revenue Refunding Bonds for a not-to-exceed amount of $100,000.
COUNCIL ACTION
Item Type: Action Item
Approved for March 10, 2026 calendar
EXECUTIVE SUMMARY
Glendale Water and Power (GWP) seeks to establish a Legal Services Agreement (LSA) with Norton, and a Professional Services Agreement (PSA) with PFM for bond/disclosure counsel services and financial advisor services, respectively. These agreements will provide specialized bond counsel, disclosure counsel, and financial advisory services necessary to support the issuance of the proposed 2026 Electric Revenue Refunding Bonds, as well as other potential utility bond financings during the agreements’ three-year terms.
The proposed refunding of the City’s 2016 Electric Revenue Refunding Bonds is expected to generate approximately $5.6 million in net present value savings, or an average annual savings of approximately $570,000 through 2038, based on current market conditions. The effective borrowing cost is estimated at approximately 2.60%, with final rates determined at the time of bond pricing. 98 of 119

Engaging experienced bond counsel and a municipal financial advisor is essential to ensure legal compliance, financial prudence, market competitiveness, and adherence to federal and state securities regulations.
Establishing a qualified financing team in advance of the upcoming 2026 Electric Revenue Refunding Bonds will provide continuity of professional services for future utility bond transactions during the three-year term. The proposed not-to-exceed amounts reflect anticipated services associated with the refunding transaction and other potential financings, dependent on the scope and timing of bond issuances.
These services are necessary to assist with the recommended 2026 Electric Revenue Refunding Bonds.
RECOMMENDATION
Authorize the City Manager to execute the LSA with Norton for $250,000 through June 30, 2029, to provide bond counsel and disclosure counsel services for the 2026 Electric Revenue Refunding Bonds and other utility bond issuances; and the PSA with PFM for $100,000 through June 30, 2029 to provide independent financial advisory services for the 2026 Electric Revenue Refunding Bonds and other utility bond issuances.
ANALYSIS
In 2016, the City of Glendale issued its Electric Revenue Bonds 2016 Refunding Series, to refund its 2006 Electric Bonds and a portion of the 2008 Electric Bonds. Total 2016 Electric Bond par at issuance was $72,615,000, and currently $43,105,000 is outstanding. The 2016 Refunding Series maturing on and after February 1, 2027, are subject to redemption prior to maturity, at the option of the City, as a whole or in part, on or after February 1, 2026.
The proposed refinancing of the 2016 Electric Refunding Bonds is expected to save on average about $570,000 per year through 2038 and achieve net present value savings of approximately $5.6 million over the life of the bonds (estimate based on current market pricing and subject to change). The effective borrowing cost is estimated at 2.60%. The actual rate and savings would be set at the time of sale.
The issuance of municipal revenue bonds requires specialized legal expertise to ensure compliance with federal tax law, state statutes, municipal securities regulations, and disclosure. Bond counsel plays a critical role in certifying the legality and enforceability of the bonds. As bond counsel and disclosure counsel, Norton will prepare and review bond resolutions, indentures, and financing documents, provide the legal opinion regarding the validity and tax-exempt status of the bonds, assist with preparation and review of the Official Statement, advise on continuing disclosure obligations, and ensure compliance with federal tax and arbitrage regulations.
The proposed three-year term allows for continuity of legal services for the 2026 Electric Revenue Refunding Bonds and any additional utility debt issuances that may arise during the term.

PFM will serve as the City’s independent financial advisor. In this role, PFM will analyze refunding savings and debt restructuring opportunities, evaluate market conditions and recommend optimal timing of issuance, develop bond structure and amortization schedules, assist with credit rating strategy and investor presentation materials, oversee pricing to ensure market competitiveness and fairness, and provide independent verification of savings at the time of sale. PFM’s role is advisory only and independent from the underwriting function, ensuring that the City receives objective financial guidance focused on minimizing borrowing costs and maximizing long-term savings. The financial advisor’s participation is essential to validate savings thresholds and protect the utility’s financial position.
STAKEHOLDERS/OUTREACH
Not applicable.
FISCAL IMPACT
The full cost of these contracts over the three-year term is $250,000 for legal services and $100,000 for financial advisory services. Of this, it’s anticipated that $160,000 will be spent on legal services, and $70,000 will be spent on financial advisory services for the remainder of FY 2025-26, which were included as a part of the FY 2025-26 budget as outlined below. No new appropriation is being requested at this time. Future years’ appropriation will be budgeted during the annual budget process each year.

CITY OF GLENDALE, CALIFORNIA
REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Direction to Issue a Request for Proposal (RFP) for Electric Vehicle (EV) Charging Infrastructure.
1. Motion directing the General Manager of Glendale Water & Power, or his designee, to prepare and issue a Request for Proposal (RFP) for third-party vendors to design, install, operate, and maintain curbside EV chargers in predefined locations in the public right-of-way, based on staff’s evaluation of deployment models, ensuring that the RFP includes utility oversight of load management, data access, pricing principles, and compliance with right-of- way requirements and standards to ensure affordability, transparency, equity, and consistency with City and utility operational standards.
COUNCIL ACTION
Item Type: Action
Approved for March 10, 2026 calendar
EXECUTIVE SUMMARY
Glendale is experiencing growing interest from both the community and vendors in deploying curbside EV charging infrastructure. To expand access efficiently, equitably, and cost-effectively, staff evaluated four models for deploying curbside and public right- of-way (ROW) chargers:
1. Third-Party Private Ownership (Model 1)
2. Third-Party Partnership with Property Owners (Model 2)
3. City Ownership and Operation (Model 3)
4. Hybrid Model (Model 4)
Each model has different implications for costs, operational oversight, equity, customer pricing, maintenance responsibility, and integration with the City’s utility infrastructure.
Based on this evaluation, staff recommends City Council’s approval to issue an RFP to competitively solicit qualified vendors for the deployment of curbside EV charging infrastructure aligned with Model 1. The RFP will be informed by the policy considerations outlined in this report and pricing principles intended to promote affordability, transparency, and equitable access, while allowing the City to evaluate market-based proposals prior to approving a program and customer pricing structure. 111 of 119

Staff intend to implement an overall EV charging program that is generally structured around a Hybrid Model, incorporating both City-owned public sites as well as third-party vendor-managed curbside chargers allowing the City to leverage private investment while maintaining some oversight of pricing and operations, and ensuring broader access to public EV charging. Council action will authorize staff to solicit proposals that will allow the City to evaluate market responses and return to Council with a recommended selection of proposer or proposers.
RECOMMENDATION
Direct staff to prepare and issue an RFP for third-party vendors to design, install, operate, and maintain curbside EV charging infrastructure in the public ROW in Glendale, which will include pricing principles and consumer protection requirements, including affordability, pricing transparency, equity considerations, compliance with public right-of-way requirements and standards, and utility oversight of proposed rates and fee structures.
ANALYSIS
GWP is experiencing rapid EV adoption across its service territory. Expanding access to public EV charging among residents, particularly renters and residents in multi-unit dwellings who cannot install private chargers, is essential for equitable electrification.
Cities across the United States are deploying curbside and ROW-based charging solutions to expand accessibility, promote equity, and support climate and mobility goals. Currently, there are multiple approaches for public EV charging:
Vendor-funded behind-the-meter and grid-connected curbside installations that reduce public sector costs and accelerate deployment. City-owned infrastructure that ensures equitable siting, affordable charging pricing, and alignment with grid planning.
Hybrid approaches that balance public oversight with private funding, helping balance coverage, cost, and flexibility.
Staff evaluated the following four curbside EV charging models:
Model 1: Third-Party Private Ownership
Vendors fund, install, and operate chargers on licensed ROW. City retains oversight of siting and the vendor retains oversight of charging fees. Advantages include low City cost, professional maintenance, and scalable deployment. Challenges are potential inequity, pricing transparency, and slower deployment in low-density areas.
The best application for this model is in areas with sufficient EV demand, when the City desires some oversight but limited operational involvement.
Model 2: Third-Party Partnership with Property Owners
Vendors fund, install, and operate curbside chargers. The revenue is shared with adjacent property owners. This model utilizes the bring-your-own-cable (BYOC) approach at curbside locations within public ROW. The advantages of this model 112 of 119

3 2
include low City cost, faster deployment, and revenue generation for property owners.
The challenges include potential inequities in coverage, permitting complexity, variable pricing, ROW and ADA compliance impacts. This model is best implemented in dense, rental-heavy areas where the City prefers minimal upfront investment.
Model 3: City Ownership and Operation
City-funded and City-operated infrastructure located at public sites, including public parking, City buildings, and fleet locations. The City retains Low Carbon Fuel Standards (LCFS) credits, and GWP sets customer charging rates. Advantages include equitable access, managed customer charging costs, pricing transparency, integration with grid planning, reliable operation, and full control. The challenges include higher non-rate driven upfront cost and ongoing resource requirements, slower deployment, risk of underutilization in low-demand areas, and long-term maintenance responsibility. The best use for this is if the City wants to guarantee access, ensure affordability, and obtain full control for integrating charging infrastructure with long-term planning.
Model 4: Hybrid Model (combinations of any of the first three models) This model combines City-owned public sites with third-party managed curbside installations. For this model, City retains LCFS credits only from public sites.
Advantages include balanced cost, coverage, public benefit, scalability, and shared funding. Challenges include complex governance, potential inequities if private siting dominates, mixed user experience, and implementation and budgeting complexity.
The best use for this model is when the City seeks broad geographic coverage, equitable access, and cost-efficiency while leveraging private investment.
The table below summarizes the key factors for the four primary charging models, along with estimated customer charging costs based on approximately 1,000 hours.
These estimates reflect the selected operational and ownership model, current electric rates, and comparable deployments in other cities. The table is intended for high-level comparison only and actual costs may vary depending on deployment scale, actual charging hours of users, vendor expectation for return on their investment, and other variables.

Public ROW Engineering and Infrastructure Protection
Because curbside EV charging infrastructure will be installed within the public right-of- way, Public Works will retain authority over all ROW-related engineering, permitting, construction standards, accessibility compliance, and asset protection. This includes review and approval of encroachment permits, trenching and pavement restoration methods, sidewalk and parkway impacts, ADA clearance requirements, traffic control, and coordination with existing utilities.
Vendors will be required to design and construct all improvements in accordance with City of Glendale Public Works Standard Plans and Specifications, restore all disturbed ROW elements to City standards, and assume responsibility for ongoing maintenance of vendor-owned equipment located within the ROW. Civil improvements within the public ROW, including pavement, curb, gutter, sidewalk, and parkway, shall remain City-owned assets regardless of charger ownership.
The RFP will also require proposers to demonstrate construction feasibility, maintenance access, lifecycle management, and equipment removal procedures to ensure long-term protection of City infrastructure and minimize future unfunded liabilities.

The RFP will require proposers to submit a detailed pricing framework consistent with the following principles:
Affordability: Charging rates should be reasonably aligned with regional market rates and designed to minimize cost barriers for residents who rely on public and curbside charging, particularly renters and residents of multi-unit dwellings.
Transparency: All pricing components, including per-kWh charges, time-based fees, idle fees, subscription costs, and any escalation mechanisms, must be clearly disclosed to customers.
Equity Considerations: Proposers may be encouraged to offer discounted rates, off-peak pricing, or other mechanisms to improve access for underserved populations, where feasible.
Utility Oversight: Proposed pricing structures will be subject to review by the City and GWP to ensure consistency with utility policies, grid management objectives, and consumer protection standards.
Flexibility and Market Responsiveness: Pricing should allow for reasonable adjustments over time to reflect changes in utilization, operating costs, or market conditions, subject to City approval.
Staff recommend that the City Council direct the issuance of an RFP to solicit proposals for the installation of privately owned third-party EV charging stations at predefined locations citywide (Model 1). The RFP will require proposers to propose actual customer pricing through the competitive RFP process. The proposed pricing will be evaluated by the City to ensure consistency with utility policies, grid management objectives, and consumer protection standards.
GWP staff will engage with relevant City departments, including Public Works and Community Development, to support data collection and RFP development.
