RESOLUTION NO. ___________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE,

CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING AND

AUTHORIZING THE CITY MANAGER OR A DESIGNEE TO ENTER INTO A CONTRACT WITH WEST COAST ARBORISTS, INC. FOR GLENDALE TREE

MAINTENANCE SERVICES
WHEREAS, the City of Glendale’s trees are valued at $192,700,00 and the City places great value in its urban forest and faces the unique challenges of a Southern California urban environment; and
WHEREAS, the Public Works department strategically uses a combination of in-house- staff and contractual tree trimming services to maintain public safety, tree health, and service levels citywide; and
WHEREAS, Council can determine it is in the best interest of the City to dispense with competitive bidding; and
WHEREAS, it is in the best interest of the City for the City Council to dispense with competitive bidding and select its tree maintenance contractor through an RFP process as it allows the City to weigh numerous criteria, other than strict contract cost, to determine which vendor provides the best overall value to the City. Specifically, the RFP process allows the City to consider the following factors: a contractor’s corporate philosophy and approach to the City’s urban forest; ability to provide sufficient and substantial after-hours and emergency responses; usage of state-of-the-art trade techniques to maintain the City’s urban forest, including understanding of contemporary legal and industry issues, which require the ability and commitment to continuing education and training of its employees; capability to update and utilize the City’s precise and comprehensive internet-based tree database; and ability to provide qualified trade staff and resources for the wide range of species and sizes of the City’s trees; and WHEREAS, on September 15, 2025, the Public Works Department issued a Request for Proposals (RFP) No. 4017 “To Provide Tree Maintenance Services within the City of Glendale”; and
WHEREAS, on October 8, 2025, five companies — United Pacific Services, Greenfield Landscaping, Great Scott Tree Care, Inc., West Coast Arborists, Inc., and Mario’s Tree Service, Inc — attended a mandatory pre-proposal conference and by November 5, 2025, Great Scott Tree Service, Inc. and West Coast Arborists, Inc. submitted proposals; and WHEREAS, on November 13, 2025, a selection team — consisting of City management staff from Public Works and Community Services and Parks — reviewed the proposals; and WHEREAS, the team based its evaluation on the following criteria: (1) Qualifications and Business History, (2) Workplan, Project Approach, and Corporate Capability, (3) RFP Quality and Overall Responsiveness, and (4) Proposal Price; and
WHEREAS, the selection team determined that West Coast Arborists, Inc. demonstrated strong qualifications, staffing capacity and the best project approach; and WHEREAS, West Coast Arborists, Inc. also demonstrated a thorough understanding of applicable industry and regulatory requirements, including tree health care, invasive pest management, accident reporting and response protocols, and wildlife protection measures; and WHEREAS, West Coast Arborists offers enhanced emergency response capabilities and dedicated staff resources to support program implementation; and WHEREAS, West Coast Arborists, Inc. ultimately submitted the lowest proposal price through the RFP process; and
WHEREAS, given the foregoing findings and facts, it appears that adequate justification exists and it is in the City’s best interest ― upon recommendation of the Director of Public Works ― to (1) dispense with competitive bidding, and (2) authorize the City Manager or a designee to enter into and execute a six year contract with West Coast Arborists, Inc., to provide tree maintenance services in the City of Glendale for an amount not to exceed $19,250,400.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:

1. The foregoing facts are deemed to be true and correct and are a basis for dispensing with competitive bidding and authorizing the execution of an agreement with West Coast Arborist, Inc.

2. The Council hereby dispenses with competitive bidding and authorizes the City Manager or a designee to enter into and execute a six year contract with West Coast Arborists, Inc., to provide tree maintenance services in the City of Glendale for an amount not to exceed $19,250,400, subject to approval as to form by the City Attorney.
