CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Authorizing a Five-Year General Services Agreement with the County of Los Angeles
1) Motion to authorize the City Manager, or his designee, to enter into and execute a General Services Agreement (GSA) with the County of Los Angeles for the period of July 1, 2026 through June 30, 2031, to allow the City to utilize County services on an as-needed and as-requested basis, and to authorize the City Manager, or his designee, to execute any sub-agreements for specific services under the GSA.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for March 31, 2026 calendar

EXECUTIVE SUMMARY
The County of Los Angles has requested that the City renew its standard five-year GSA for the period of July 1, 2026 through June 30, 2031. The GSA enables the City of Glendale to request and utilize a wide range of County services on an as-needed and as-requested basis.

The agreement is general in nature and establishes the legal framework under which specific services may be requested. It does not authorize the expenditure of funds for an individual service. Any specific service requiring City funding would be subject to separate authorization.

Renewal of the agreement ensures continuity of services historically provided by the County and preserves the City’s flexibility to request assistance when needed.

RECOMMENDATION
Approve the motion to authorize the City Manager to execute a five-year GSA with the County of Los Angeles for the period of July 1, 2026 through June 30, 2031 and authorize the City Manager, or his designee, to execute any sub-agreements for specific services under the GSA.

ANALYSIS
The County of Los Angeles maintains a standard GSA that is used with cities throughout the County. The agreement establishes terms and conditions under which the County may provide miscellaneous services upon written request by the City.

The City has historically relied on the County for various public services. Examples of services requested include:
Public health including enforcement of health ordinances Weed abatement
Assessor
District attorney
Document transfer tax collection
Public Works
oBridge inspection and maintenance
oStorm drain catch basin cleanout
oSafe, Clean Water Program
oSubdivision maps; final
oTraffic signal maintenance at shared intersections
oInfrastructure design/construction
The proposed agreement renews the existing framework for an additional five-year term. The terms and conditions of the Agreement are substantially unchanged from the prior agreement approved by Council for the period of July 1, 2021 through June 30, 2026.

The agreement:
Establishes that rates for services will be determined by the County Auditor- Controller and adjusted annually to reflect actual costs; Requires that services be formally requested in writing by the City and approved by the County;
Clarifies that County personnel remain County employees; Incorporates existing indemnity agreements between the City and County; and Allows either party to terminate the agreement with appropriate notice.

Renewal of the GSA does not commit the City to any specific service or expenditure. If a department determines that County services are needed, a specific sub-agreement or service request would be prepared and routed for appropriate administrative or Council approval, consistent with City purchasing and contracting policies. Approving this agreement ensures that the City maintains uninterrupted access to County resources and preserves operational flexibility for future service needs.

STAKEHOLDERS/OUTREACH
This item is administrative in nature and does not require public outreach. The Agreement provides an operational framework for intergovernmental services between the City and the County of Los Angeles.

Costs for any requested services will be determined by the Los Angeles County Auditor-Controller and will be addressed at the time individual services are requested and approved.

This item is considered ministerial activity and therefore, not subject to CEQA review.
