EXECUTIVE SUMMARY
The West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase 2 (Project) will repair damaged sidewalks and other infrastructure, improving safety and accessibility in the city.

On January 21, 2026, nine bids were received for the Project and after a thorough review, staff found CJ Concrete Construction, Inc.’s (CJ) bid to be a responsive bid from a responsible bidder.

The intent of this item is for the City Council to award a contract to CJ that will cost $3,444,149 with a 20 percent construction reserve of $688,830, totaling $4,132,979.

Additionally, a resolution of appropriation is needed to appropriate funds from the San Fernando Corridor Tax Share Fund to fund this project.

RECOMMENDATION
Approve the motion authorizing a construction contract with CJ for the West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase 2, in the amount of $3,444,149 plus a 20 percent construction reserve of $688,830 and approve the resolution of appropriation to appropriate funds in the amount of $4,305,186 from the San Fernando Corridor Tax Share Fund for the Project.

ANALYSIS
As part of the Public Works Department’s ongoing efforts to improve the condition of the city’s sidewalks, the plan and specifications were prepared for the West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase 2.

The project locations for the improvements are Maintenance Districts 10 and 11.

Project Scope
Selective removal, repair, and reconstruction of damaged curbs, gutters, sidewalks, driveways, cross gutters, and alley aprons;
Selective removal, repair, and reconstruction of damaged asphalt and Portland cement concrete pavements;
Installation of new ADA compliant curb ramps where none existed; and Modification and reconstruction of existing ramps to meet current ADA standards.

On December 9, 2025, the City Council adopted the project plan and specifications and authorized the City Clerk to advertise the project for bids. The project was advertised in the Glendale Independent, the city’s website, as well as various online platforms.

On January 21, 2026, the city received nine bids as follows:

1. CJ Concrete Construction, Inc. $3,444,149

2. Kalban, Inc. $3,719,487

3. Gentry General Engineering, Inc. $3,846,911

4. FS Contractors, Inc. $3,883,207

5. Calmex Engineering, Inc. $3,998,136

6. Palp, Inc. $5,459,820

7. Toro Enterprises, Inc. $5,707,259

8. Onyx Paving Company, Inc. $6,369,000

9. Addison-Miller, Inc. $6,500,473
Upon reviewing the bid documents, staff finds the bid of CJ of $3,444,149 to be the lowest responsive bid from a responsible bidder. The bid of CJ in the amount of $3,444,149 is approximately 37% below the Engineer’s Estimate of $5,500,000.

On February 12, 2026, Kalban, Inc. submitted a formal bid protest opposing the award of the project to CJ, asserting that CJ is a non-responsive and non-responsible bidder.

Following a thorough review and investigation of the protest allegations with the City Attorney’s office, staff determined that CJ’s bid remains the lowest responsive bid from a responsible bidder.

Staff also recommend establishing a construction reserve in the amount of $688,830, or 20 percent of the bid amount, based on previous experience with similar projects and is 5b3

in conformance with the nature of this project. This reserve will allow the city to address additional, incidental, unforeseen, or necessary work identified during construction, including related improvements within and adjacent to the project limits when it is in the city’s best interest to do so. This approach enables the city to take advantage of economies of scale while reducing the likelihood of future mobilizations, disruptions, and added costs. It also provides flexibility to respond to unforeseen field conditions that could not be fully identified during the design phase, such as uplifted sidewalks, damaged driveway aprons, broken curbs and gutters, or other site conditions encountered between completion of design and the start of construction, and to complete any resulting nearby improvements efficiently under the current contract.

Furthermore, staff has budgeted approximately five percent of the construction bid amount, or $172,207, for construction management and engineering support services such as project management, engineering, construction inspection, quality assurance and control.

West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase 2
Construction Bid $ 3,444,149
20% Construction Reserve $ 688,830
5% Construction Management & Engineering Support $ 172,207 Total Construction Cost $ 4,305,186
The State of California Contractor’s State License Board website confirms that the license of CJ is current, active, and in good standing. Additionally, staff contacted the references provided by CJ and found they had satisfactorily completed their projects.

The construction of this project is anticipated to begin in June 2026 and is scheduled for completion by November 2026.

STAKEHOLDERS/OUTREACH
The contractor will be responsible for distributing two distinct door hangers to the affected addresses. One set of door hangers will be provided two weeks prior to the start of any construction activity within the project area, while the second set will be distributed three days before construction begins.

Furthermore, outreach on this project continues to occur through social media and a dedicated project website that is hosted through the City of Glendale domain. The website familiarizes the public with the project and project team, explains the scope of work and project locations, and provides the public with staff contact information for questions, discussion, and/or input.

FISCAL IMPACT
The construction of the Project will cost $4,305,186, which was not included in the FY 2025-26 budget. Therefore, staff is requesting an appropriation from the San Fernando Corridor Tax Share Fund, as outlined below. The San Fernando Corridor Tax Share 5b4

Fund is designated for improvements to San Fernando Road and its surrounding streets. This project qualifies for funding under this program as the proposed streets are located in the eligible area.
