A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, AUTHORIZING A CHANGE IN VENDOR FOR
STANDARDIZED FIRE-DEX PRODUCTS TO GREAT WEST
FIRE & SAFETY, INC. AND DISPENSING WITH COMPETITIVE BIDDING WHEREAS, The Glendale Fire Department has been a participating agency in the Southern California Area PPE Consortium Group (SCAPPEC) for the purchasing of turnout gear and such agencies include the Los Angeles Fire Department, Los Angeles County Fire Department, Long Beach Fire Department, Ventura County Fire Department, and the Glendale Fire Department;
WHEREAS, SCAPPEC agencies and the Glendale Fire Department staff all conducted extensive independent testing and found Fire-Dex turnouts to be the most suitable and most all- inclusive option for firefighter turnout gear and it has been the goal of SCAPPEC to leverage purchasing power and reduce fiscal impacts when purchasing vital safety equipment, while simultaneously meeting the needs of each agency’s requirements; WHEREAS, on November 7, 2023, by Resolution No. 23-163, the City of Glendale procured turnout gear and related equipment through a sole-source agreement with Municipal Emergency Services (MES) and effective March 4, 2026, MES is no longer an authorized dealer of Fire-Dex products and has formally relinquished its contractual relationship with Fire-Dex. As a result, MES is no longer able to provide Fire-Dex turnouts to the City, necessitating the identification of an alternative authorized vendor to ensure continuity of operations and safety; WHEREAS, Great West Fire & Safety, Inc. is now the sole vendor authorized to provide Fire-Dex personal protective equipment turnout gear and related services; and WHEREAS, the City of Glendale Purchasing Policy promotes the standardization of commonly used items, vehicles, and equipment and this process will eliminate repetitive future approvals by the City Council for similar equipment and standardized items need to be reviewed by the Departments at least every five years and need to be approved by City Council at least every ten years.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. That the City Council had previously approved the standardization of the specialized personal protective equipment and turnout gear f of Fire-Dex products and related services and hereby approves change of the vendor from Municipal Emergency Services, Inc. to Great West Fire & Safety, Inc. thereby ensuring reliability, with the understanding that reasonable effort will be made in the purchase of such equipment to obtain competitive pricing.
2. That the determination to standardize Fire-Dex will be reviewed by the Fire Department and Purchasing Section at least every five years and the Fire Department will seek approval from City Council at least every ten years.
3. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interests of C:\PGCompilerServiceRelease\temp\glendale\61799\16781\1.docx the City to dispense with competitive bidding.
4. The Purchasing Administrator is hereby authorized to issue purchase orders with Great West Fire & Safety, Inc., for purchase of specialized personal protective equipment and turnout gear and related services as needed, as long as the budget is available.
