CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Specification No. 4031 for On-Call Pump and Motor Repair Services

1. Resolution adopting Specification No. 4031 for Glendale Water & Power Department On-Call Pump and Motor Repair Services, and directing the City Clerk to Advertise for Bids.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for April 21, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) operates and maintains reservoirs, pump stations, and related facilities that rely on pumps and motors to ensure reliable delivery and distribution of potable and recycled water throughout the City. From time to time, pumps and motors require specialized repair services that cannot be performed by City staff and must be completed promptly to maintain system reliability. Establishing an on-call contract will allow City staff to obtain qualified repair services on an “as needed” basis, ensuring timely response to equipment failures and minimizing potential service disruptions. Approval of the proposed contract will provide the City with flexibility to perform necessary repairs efficiently and support the continued operation and reliability of the City’s both potable and recycled water system.

RECOMMENDATION
Approve a Resolution to adopt Specification No. 4031 for the On-Call Pump and Motor Repair Services contract, and direct the City Clerk to advertise for bids.

ANALYSIS
GWP operates and maintains critical water system infrastructure throughout the City, including reservoirs, pump stations, and associated mechanical equipment. The City’s water system serves over 200,000 residents and includes 25 reservoirs/tanks and 26 pump stations that support the storage, transmission, and distribution of potable and recycled water. Pumps and motors are essential components of these facilities and are required to operate continuously to support the reliable delivery and distribution of water to the community.

Due to the specialized nature of pump and motor repairs, certain maintenance and repair work cannot be performed by City staff and must be completed by a qualified contractor with the appropriate equipment and expertise. In addition, equipment failures may occur unexpectedly and require prompt repair to minimize operational disruptions and maintain system reliability. Without an established on-call contract, the City staff may experience delays in obtaining necessary repair services, which could result in extended equipment outages, reduced system reliability, and potential impacts to water operations.

Establishing an on-call contract for pump and motor repair and services will allow the City to obtain specialized repair services on an “as needed” basis. This contract will enable City staff to respond quickly to equipment failures, perform necessary repairs in a timely manner and maintain the continued operation of critical water infrastructure.

Utilizing an on-call contract also allows the City to address varying repair needs efficiently without initiating a separate procurement process for each repair.

To ensure competitive bids, the contract will be advertised in the local newspaper, Bidnet direct, and the City website. Advertising the contract through multiple platforms helps maximize vendor outreach, promote fair competition, and ensure the City receives responsive and responsible bids in accordance with the City’s requirements.

STAKEHOLDERS/OUTREACH
Not applicable.

FISCAL IMPACT
The cost for On-Call Pump and Motor Repair Services over a two-year period is estimated at $400,000. Staff will return at the time of contract award with a detailed appropriation request.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
Not applicable. The action herein, to adopt and advertise specifications, is not a project as defined under the California Environmental Quality Act (CEQA) and as such not subject to CEQA.

CAMPAIGN DISCLOSURE
Not applicable.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Not to adopt Specification No. 4031 for On-Call Pump and Motor Repair Services, and not to advertise for bids, thus requiring staff to prepare separate requests for proposals for each task, delaying completion of the work and potentially increasing the cost per project.

Alternative 2: Consider any other alternative not proposed by staff. 35b
