CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Two requests for Use of City Days at the Alex Theatre and Review of the City Days Sponsorship Program Criteria.

1. City Council motion to approve use of one annual City Day at the Alex Theatre for Gomidas Choir's Annual Concert: 20th year Celebration by Armenian Youth Association of California, on October 18, 2026.

2. City Council motion to approve use of one annual City Day at the Alex Theatre for a storytelling performance, Planet Dream by Armenian Fairytales Inc., on December 20, 2026.

3. City Council motion providing direction to staff on the Alex Theatre City Days Sponsorship Program Criteria.

COUNCIL ACTION

EXECUTIVE SUMMARY
This report pertains to requests for use of two of the City’s twelve annual rent-free dates at the Alex Theatre to sponsor Gomidas Choir's Annual Concert – 20th year Celebration by Armenian Youth Association of California, and a storytelling performance, Planet Dream by Armenian Fairytales Inc. If approved, there would be four dates remaining for community sponsorship requests during the 2026 calendar year.

Staff also seeks direction on the City Days Sponsorship Program Criteria.

RECOMMENDATION
Approve the proposed motions allowing utilization of two rent-free dates at the Alex Theatre for two organizations and provide direction on the sponsorship criteria.

ANALYSIS
As part of the Management Agreement for the City-owned Alex Theatre, Evnsong, the manager/ operator agreed to provide the City with twelve annual days for city-hosted events Item Type: Action Calendar

or community events at the Theatre free of facility rental charge. In addition to City-hosted events, the City may provide community groups use of one of these twelve dates, if they meet the minimum City Days Sponsorship Program criteria and receive City Council approval. If approved, the Theatre will waive the facility rental fee but all other Theatre use costs are paid by the group requesting the sponsorship.

Staff and the Alex Theatre Operator anticipate the City will use the Theatre for reoccurring events and are cognizant not to bring forward community events which would surpass the number of allocated dates considering these anticipated events.

The City Council has already approved the following shows for 2026:

1. Hamazkayin Armenian Cultural Association Choir

2. Glendale Unified School District (GUSD) Armenian American Heritage Night Celebration

3. Armenian Genocide Commemoration

4. Glendale Tech Week (Reserved)

5. Women's Equity Day (Reserved)

6. LA Youth Orchestra (Cancelled by Organizer)

7. Hollywood Arab Film Festival (Cancelled by Organizer)

8. Hovhaness Badalian 100 centennial (Cancelled by Organizer)

9. The End of Aging - A Healthspan Salon (Event previously approved by Council, date subject to potential change)
Should the Council approve both sponsorship requests, four of the twelve available dates would remain available for 2026. It is also important to note that three of the previously Council-approved dates have been cancelled by the respective organizers.

Request 1: Gomidas Choir's Annual Concert: 20th Year Celebration The Gomidas Choir will present a performance of 24 Armenian folk songs on Sunday, October 18, 2026. The concert will feature accompaniment by an Armenian Folk Instrument Orchestra, with a dance ensemble joining select pieces to provide visual interpretations of the music.

This event is designed to engage both the Armenian community and a broader audience interested in Armenian culture and musical traditions. Attendance is expected to reach approximately 1,000 guests.

Economic Impact:

The AYAC is a nonprofit organization that has served the Glendale community for over 35 years; its mission is to preserve and promote Armenian culture while strengthening community ties. The choir concert is expected to generate revenue through ticket sales, supported by promotional efforts across social media platforms such as Instagram and Facebook.

Through a variety of outreach strategies, the organization attracts a diverse audience.

Proceeds from ticket sales are reinvested into the community by funding scholarships, supporting families in need, and expanding literacy-focused programs that bring people together. This concert has consistently drawn attendees from across the county, 5 of 11

reflecting its broad appeal and cultural significance with 35% of guests being from neighboring areas.

Historically, AYAC performances have sold out, drawing approximately 750 attendees and generating around $22,500 in ticket revenue. With this year’s concert offering at the Alex Theatre, the organization anticipates nearly doubling that revenue.

Request 2: Dream Planet by Armenian Fairytales Inc.

The event will take place on December 20, 2026, and will feature an educational story centered on modern family dynamics. It explores how busy parents may struggle to communicate the reasoning behind rules, sometimes leaving children feeling disconnected. The narrative follows a young girl who imagines a distant planet where life seems easier, embarking on a journey that ultimately nurtures empathy and strengthens her relationships with family and friends.

Designed for children ages 3–15 and their parents, the event is expected to attract approximately 1,200 attendees.

Economic Impact:

The show will support a wide range of local employment—from pre-production roles such as costume design and recording, to day-of-show positions, including sound and lighting engineers, stage managers, and prop specialists. With at least 30% of attendees traveling from neighboring communities, the show would bring new visitors into Glendale, driving additional spending at nearby restaurants, cafés, and retail businesses, and contributing to the overall vitality of the area.

City Days Sponsorship Program Requirements:

The current City Days Sponsorship Program criteria staff uses to facilitate consideration for subsidized use of the Theatre is as follows:
• Non-weekend dates only (no Friday, Saturday, or Sunday) • Must be received 90-days prior to event
• Cannot request after agreement is already signed with Theatre • Must be a previous user of the Theatre with at least 50% capacity in previous shows – or reasonable expectation of over 700 attendees
• No more than one request per organization per year.
• Except for the facility rental fee, which will be waived, the producer will be independently responsible for all costs associated with using the Theatre including labor, rentals, equipment fees, etc.

When staff receives a requests that meets these criteria, the request is presented to the City Council during a public meeting for their approval. The City can request a maximum of 12 annual dates at the Theatre. In return for City sponsorship, the producer will provide:

Mention of the City of Glendale’s sponsorship in all marketing material, and crediting the City of Glendale’s sponsorship during the show.

During the January 28, 2026 Council meeting on City Days requests, the Council inquired about the criteria, suggesting reconsideration of the criteria so they better reflect qualifications that meet the intent of the Sponsorship program. If City Council’s 6 of 11

6 7
7 2
desire is to modify the requirements, some criteria for consideration include:
Public Benefit – Non-profit status.
Community Access – Proximity or organization location in Glendale. Alignment with City Council’s goals and priorities (e.g. arts and culture, economic development, youth engagement) to encourage programming that reflects the community’s diversity and cultural identity.
Non-duplication of City Sponsorship – applicants receiving this benefit would not be eligible to receive additional City sponsorships, grants or subsidization for the same or other events within the same calendar year.

Staff recommends that if City Council is interested in directing changes to the program criteria, that the two requests included herein be considered under the existing criteria, and that any changes to the program criteria be applied prospectively.

STAKEHOLDERS/OUTREACH
Marketing for the events will take place through the organization’s large base, and all regular Alex Theatre ticket marketing outlets.

Details for those interested in requesting sponsorships can be found on the Alex Theatre website at: https://www.thealex.com/sponsorship

FISCAL IMPACT
There are no costs to the City of Glendale for sponsoring the two community events.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
CEQA does not apply to projects where the lead agency determines "with certainty that there is no possibility that the activity in question may have a significant effect on the environment." CEQA Guidelines (14 Cal. Code Regs.) § 15061(b)(3). Here, the action involves hosting a show within a built environment. There is no possibility that the action of hosting continued shows within the Theatre may have a significant effect on the environment.
