EXECUTIVE SUMMARY
PSAs are needed for consultants to provide comprehensive professional services for the Public Works Department (PWD) Facilities CIP program. These consultants will perform various architectural and engineering related work for multiple projects in different stages of development such as preliminary planning, design, project advertisement and award, construction, and post-construction phases.

Following a Request for Qualifications (RFQ) process, the consulting firms listed in this report are recommended to be selected. The proposed PSAs with these firms will cost in the aggregate $3,600,000 over the course of the five-years. 5d3

RECOMMENDATION
Approve the motion authorizing the execution of three-year PSAs for on-call services for Facilities CIPs for an aggregate and shared not-to-exceed amount of $3,600,000 with the above listed firms.

ANALYSIS
PWD solicited Statement of Qualifications (SOQs) from suitably qualified respondents to provide On-Call Services for Facilities CIP projects. These include the maintenance, construction, and renovation of various general facilities, such as libraries, fire stations, community buildings, parks, playgrounds, lighting and electrical systems, as well as site improvements.

PWD oversees city-wide building maintenance and the execution of capital improvements through the CIP, which includes Local, State, and Federal grants. PWD projects encompass a wide range of initiatives, including, but not limited to, the following:
• New Construction Projects: including the construction of single and multi-story commercial buildings such as community centers, gymnasiums, fire and police stations, libraries, municipal facilities, and more.
• Renovation and Maintenance: Projects for the renovation and upkeep of all city buildings and parks facilities, including playgrounds, sports courts, sports lighting, and other related infrastructure.
• Master Planning: This includes park renovations, the construction of new parks, tenant improvements, and the development of new facilities. • Seismic Retrofitting
• Central Plant Replacements
• Elevator Replacements
To facilitate the design and construction of these and similar projects, the city plans to enter into PSAs with one or more full-service architectural, engineering, and Project Management/Construction Management (PM/CM) firms with subconsultants.

The selected pre-qualified consultants will provide professional support during the procurement, design, and construction phases of the proposed CIP projects.

To secure the most qualified consultants an RFQ was issued on September 22, 2025 for on-call services for:
a) Architectural;
b) Civil Engineering;
c) Landscape Architectural;
d) Structural Engineering;

As reflected in the list above, along with other ongoing initiatives and priorities, these professional consulting firms will support the Facilities CIP section staff at various phases of current and upcoming Facilities CIPs, as needs arise.

In addition, establishing on-call agreements with these consultants for the services described will offer the following advantages:
Access to specialized expertise: These firms bring diverse architectural and engineering capabilities, enabling PWD to draw on targeted knowledge and skills that may not be available internally.
Ability to stay focused on core work: On-call architectural and professional engineering support allows PWD to concentrate on its primary responsibilities while delegating specialized technical work to experienced professionals, improving productivity and overall efficiency.
Greater flexibility: Using on-call services helps PWD adjust staffing and workload 5d8

as project demands change. This approach allows resources to be directed to the work PWD does best and that delivers the most value, supporting stronger productivity and efficiency.
Objective perspective: Independent architecture and engineering consultants can provide an unbiased viewpoint, which can be valuable when evaluating options and making well-informed project decisions.

The PSAs for these services will be in effect for three years from the date of contract certification by the City Manager, with an option to extend each PSA annually for up to two (2) additional years.

STAKEHOLDERS/OUTREACH
Outreach on every project assigned to these consultants will occur through a dedicated website for each project individually, and as necessary through public outreach and community events. The website page will introduce the public to the project and to the project team, explain the scope of work and project locations, highlight the current and overall project phases, and provide the public with Staff contact information for questions, discussion and/or input.

FISCAL IMPACT
The total aggregate budget for all PSAs for On-Call Architectural and Engineering PSAs is $3,600,000 for the initial three-year contract duration and with an option to extend annually for up to two years. Funding in the amount of $1,305,000 will be allocated from various funding sources and projects to cover the remainder of FY 2025–26 and FY 2026–27. Funding for each fiscal year beginning FY 2027-28 will be requested as part of the city’s annual budget process. The existing appropriation is outlined as follows:
