COUNCIL ACTION
Item Type: Consent Calendar
Approved for April 28, 2026 calendar
EXECUTIVE SUMMARY
The Community Services & Parks (CSP) Department is requesting that the City Council approve Amendment No. 2 to the four-year subaward from Los Angeles County Aging and Disabilities Department (AD) for the Elderly Nutrition Program (ENP) to authorize the transfer of Modernizing Older Californians Act (MOCA) funding from Congregate Meals Services to Home Delivered Meals Services in order to utilize these resources for the remainder of Fiscal Year (FY) 2025-26 to serve additional home-delivered meals.
During last year’s budget process, the City accepted and executed FY 2025-26 subaward with LA County AD, which included $31,800 in MOCA funding allocated to ENP C1 Congregate Meals Program to provide in-person meals to seniors.
The C1 program will not be able to fully expend the funds to meet the June 30, 2026, deadline and the C2 Home Delivered Meals Program is overserving and needs more funds to provide additional meals to homebound seniors. Therefore, LA County AD has revised the MOCA funding allocation to transfer the $31,800 originally awarded to ENP C1 Congregate Meals Program to ENP C2 Home Delivered Meals Program to serve up to 6,695 additional home delivered meals which will allow the City to maintain current service demands and avoid placing eligible seniors on a waitlist. 5c2

RECOMMENDATION
That the City Council accept and authorize the City Manager to execute Amendment No. 2 to Subaward ENP252604, period July 2025 – June 2026, to transfer and reprogram $31,800 in Los Angeles County AD for FY 2025-26 MOCA funding from ENP C1 to ENP C2 Program.
ANALYSIS
CSP has been providing meal service to adults 60 years of age and older in the greater Glendale area since 1979 with grant funding administered from Los Angeles County AD through the federal Older Americans Act. The ENP provides an important opportunity for social contact and is the only meal many seniors receive in a day.
The ENP is operated through the Senior Services Section, which provides comprehensive, long-term services that include Congregate Meals (C1), Home Delivered Meals (C2), Emergency Meals, Telephone Reassurance and Supportive Services. The goal of these services is to assist the seniors in our community in maintaining their independence and living in their own homes.
The City’s ENP C1 Program operates two congregate meal sites serving lunch seven days per week at the Adult Recreation Center and five days per week at Sparr Heights Community Center. An average of 4,400 meals per month are served in the program to more than 500 unduplicated seniors annually.
The ENP C2 Program is for homebound older adults requiring food delivery assistance for physical and/or medical reasons and is substantiated by a doctor’s order before beginning program services. Program services include a weekly delivery of seven frozen meals that include bread, fruit, milk, and dessert. The Emergency Meals Program is part of the Home Delivered Meals Program and provides three days’ worth of shelf-stable meals to clients enrolled in the program per fiscal year. The Telephone Reassurance Program is also a part of the Home Delivered Meals Program and ensures that seniors who are shut-in receive a weekly well-being call.
The City contracts with TRIO Community Meals, LLC, to provide congregate and home- delivered meal catering services for the ENP. The contract period is from December 1, 2022, through November 30, 2026. The cost per meal rate is as follows:
Congregate Meals $4.56 per meal
Home Delivered Meals $4.75 per meal
The City has a purchase order with Revolution Foods to provide Emergency Meals to Home Delivered Meals Program clients for three days’ worth of shelf-stable meals at a unit rate of $6.85 per meal.
The City was awarded ENP baseline funding from LA County AD for FY 2025-26 through a noncompetitive process. The City entered into a subaward agreement for an initial one-year term, commencing July 1, 2025, through June 30, 2026, with three 5c3

additional one-year renewal options, for a total term of four years. Baseline ENP funding requires a 12% cash match, and FY 2025-26 represents the first year of the subaward term.
In addition to baseline funding, supplemental funding from the California Department of Aging through MOCA was made available for the same period, July 1, 2025, through June 30, 2026.
On October 16, 2025, LA County AD further allocated Nutrition Services Incentive Program (NSIP) funding, along with additional MOCA funding, totaling $88,670 to support Congregate Meals (C1) and Home-Delivered Meals (C2) programs for FY 2025- 2026. Unlike baseline and NSIP funds, which require a 12% cash match, MOCA funds do not require a local match.
On April 9, 2026, LA County AD sent a letter requesting the City to revise the ENP subaward allocation and reprogram $31,800 in previously awarded MOCA funding from the C1 Congregate Meals Program to the C2 Home-Delivered Meals Program. This reallocation will enable the City to provide approximately 6,695 additional home- delivered meals through June 30, 2026.
Demand for the C2 Home-Delivered Meals Program remains exceptionally high. This funding adjustment will help the City maintain current service demands and avoid placing eligible seniors on a waitlist.
STAKEHOLDERS/OUTREACH
The ENP is administered by the Senior Services Section at the Adult Recreation Center, with an additional meal site located at the Sparr Heights Community Center. Program services are promoted quarterly through the CSP Leisure Guide, the CSP newsletter, CSP social media channels, and the City’s website. Outreach is also conducted in collaboration with local community agencies to increase public awareness of available services. The Senior Services Committee convenes quarterly, with meeting notices and agendas posted and distributed to encourage public participation.
FISCAL IMPACT
The MOCA grant award was included as part of the FY 2025–26 budget. Staff is requesting to move the $31,800 from ENP C1 Congregate Meals Program to ENP C2 Home Delivered Meals Program as outlined below:

ALTERNATIVES TO STAFF RECOMMENDATION
1. Do not approve transfer and reprogramming of ENP MOCA C1 funding to ENP MOCA C2 program totaling $31,800 from Los Angeles County AD for FY 2025- 2026 ENP; which will result in fewer meals available to homebound seniors.
2. The City Council may consider any alternative not proposed by staff.
