The PHA Annual Plan aligns with the FY 2025–2030 Community Needs Assessment used in the Consolidated Plan. The target populations identified in the needs assessment are the same populations served by the Agency. Both the PHA Plan and the Consolidated Plan emphasize the need for more affordable housing, additional funding for HCV vouchers, and increased availability of HCV vouchers. They also highlight the most common housing challenges, including housing cost burden and overcrowded housing. The Annual Plan complies with the 2025–2030 Analysis of Impediments to Fair Housing Choice.
