RESOLUTION NO. _______

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA,

DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE DEPUTY

DIRECTOR OF FINANCE/PURCHASING OR A DESIGNEE TO ISSUE A PURCHASE ORDER CONTRACT TO TOLAR MANUFACTURING COMPANY, INC., IN THE AMOUNT OF $363,566 FOR THE PURCHASE OF ENHANCED BUS STOPS WHEREAS, the City of Glendale operates the Beeline fixed-route transit system and seeks to improve bus stops citywide to enhance the rider experience; and WHEREAS, a Bus Stop Improvement Program identified thirty-four stop locations with insufficient space to accommodate a bus shelter, but where enhanced bus stop amenities are feasible and can provide shade for rider comfort and solar lighting for rider safety; and
WHEREAS, Tolar Manufacturing Company, Inc., has developed enhanced bus stops that are compatible in design, components, and appearance with the bus shelters being acquired through a cooperative procurement, thereby ensuring system-wide uniformity; and
WHEREAS, the enhanced bus stops are uniquely suited for installation at the identified locations and are available only from Tolar Manufacturing Company, Inc., due to their compatibility with the shelter components, making competitive bidding impracticable; and
WHEREAS, an exemption to competitive bidding may be found where the Council determines it is in the best interest of the City to dispense with competitive bidding; and
WHEREAS, given the City’s unique ability to procure enhanced stops to improve rider experience and safety while maintaining compatibility with new bus shelters, it appears that adequate justification exists and it is in the City’s best interest―upon recommendation of the Director of Public Works―to dispense with competitive bidding and authorize the Deputy Director of Finance/Purchasing, or a designee, to issue a purchase order contract to Tolar Manufacturing Company, Inc. for purchase of the enhanced bus stops.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

1. The foregoing facts are deemed to be true and correct, and are a basis for dispensing with competitive bidding and approving a contract award to Tolar Manufacturing Company, Inc.
