EXECUTIVE SUMMARY
Glendale Beeline and Los Angeles County Metropolitan Transportation Authority (Metro) Bus services provide regional bus service to the City of Glendale and surrounding communities. Providing shelter and shade for transit riders while they wait for the bus is an important amenity to keep and to attract new riders. Staff have identified feasible locations for 38 bus shelters in the amount of $686,434 using a purchasing cooperative agreement and 34 enhanced bus stops in the amount of $363,566 from Tolar Manufacturing Company, Inc. (Tolar) by dispensing with competitive bidding. Funding for this purchase is provided by state and a Proposition C Local Return match. These funding sources enable the city to procure bus shelters and enhanced bus stops as part of its commitment to improving the transit passenger’s experience. 10a2

RECOMMENDATION
Pass the motion authorizing the purchase of bus shelters from Tolar for $686,434 using the CALACT/Basin Transit Purchasing Cooperative and adopt the resolution dispensing with the competitive bidding process for the purchase of enhanced bus stops from Tolar for $363,566. The total amount of this procurement combined is $1,050,000, inclusive of sales tax. Additionally, adopt the resolution appropriating Transit and Intercity Rail Capital Program (TIRCP) grant funds and Proposition C Local Return funds for the local match.
ANALYSIS
The City of Glendale has operated Beeline, a fixed-route bus service, since 1984.
Beeline currently provides nine routes throughout the Beeline service area. A Bus Stop Improvement Program surveyed Glendale bus stops and found 38 locations where bus shelters can be placed. For bus stops that did not have the space for a bus shelter, 34 locations were identified for an enhanced bus stop that provides solar lighting for safety and a shade overhang. These enhanced stops were developed by Tolar in a style like the bus shelters.
Procurement
If authorized, the city will purchase the bus shelters using pricing provided by a cooperative solicitation. By using the cooperative solicitation, the city will benefit from the volume discounts that would not be available with a single solicitation. To purchase the 38 bus shelters, the city will use the CALACT/Basin Transit Cooperative Agreement, which meets FTA and California state requirements, enabling transit agencies to benefit from a competitively bid, cost-effective, and efficient procurement process. Through this agreement, the city will purchase the 38 bus shelters from Tolar Manufacturing Company, Inc., located in California.
In addition, if approved, the city will dispense with competitive bidding and sole source the purchase of 34 enhanced bus stops from Tolar that use the same components as the bus shelters. These were specifically designed for bus stops that do not have the required space for a bus shelter.
Funding
On September 20, 2022, the City Council accepted a California State Transportation Agency (CalSTA) Transit and TIPCP grant to electrify the Beeline transit fleet. The grant funds the purchase of battery-electric buses and chargers, installation of electrification infrastructure, improvements to the rider experience, and initiatives to encourage increased ridership. A component of the project is the purchase of 38 bus shelters and 34 enhanced bus stops. There is a local match requirement for the TIRCP grant, and staff identified Proposition C Local Return funds for this requirement. 10a3

STAKEHOLDERS/OUTREACH
On September 17, 2024, the City Council directed staff to implement bus stop improvements following the completion of the Bus Stop Improvement Program (BSIP).
The BSIP featured a range of public engagement activities, including an online survey of current Beeline riders and in-field surveys across all Beeline routes to gauge preferred bus stop amenities.
FISCAL IMPACT
The total cost for purchasing bus shelters and enhanced bus stops is $1,050,000, which was not included as a part of the FY 2025-26 budget. Therefore, staff is requesting an appropriation from Proposition C Local Return funds and TIRCP grant funds.
