Approved for May 12, 2026 calendar

EXECUTIVE SUMMARY
The project specification has been completed for the Wastewater Shop Space Optimization Project. The aim of this project is to modernize and optimize the existing Public Works Wastewater Shop office space to better support current workplace needs.

This includes reconfiguring the layout to create a functional conference room and additional private offices, improving overall space utilization, and enhancing collaboration and productivity. The intent of this item is for the City Council to adopt the project specification and authorize the City Clerk to advertise for bids.

RECOMMENDATION
Approve the resolution to adopt the specification for the Wastewater Shop Space Optimization Project, Specification No. 3969 and direct the City Clerk to advertise for bids.

ANALYSIS
The Public Works Corporation Yard is located at 541 W. Chevy Chase Drive. Built in 1960, the primary structure includes a rooftop parking deck and is the primary office and shop space for the Public Works Maintenance Services Division, which includes the Wastewater Shop. The wastewater maintenance team is responsible for the operation, inspection, and repair of the city’s sewer and storm drain systems. Their work includes routine cleaning, preventative maintenance, and emergency response to issues such as blockages and overflows. They help ensure reliable wastewater conveyance, protect public health, and maintain compliance with environmental regulations.

The Wastewater Maintenance Shop supports a staff of 13 and provides a wide range of operational functions. It serves as the primary location for daily crew meetings and work assignments, and includes office space for two supervisors, as well as locker room and 5b2

changing facilities for staff. The facility also functions as a lunch and break area, depending on the different teams’ proximity to the shop. In addition, it provides space for tool and equipment storage, minor equipment maintenance and repairs, and serves as a venue for staff training and meetings. Given the number of critical functions housed within a single space, a comprehensive redesign is warranted to better support the team’s diverse operational needs and improve overall efficiency.

The proposed partial tenant improvement includes the demolition and renovation of two existing offices, which will be combined and converted into a new conference room, along with necessary modifications to partitions, doors, finishes, lighting, and building systems.

In addition, three new private offices will be constructed within the existing tenant space, complete with new partitions, doors, interior finishes, and fully integrated architectural, mechanical, electrical, and low-voltage systems. The project also includes the installation of new HVAC equipment and associated ductwork, air distribution, and controls to support the updated floor plan and ensure proper environmental performance.

On March 10, 2025, the city executed a Professional Services Agreement (PSA) with PBK Architects (PBK) for the preparation of design and construction documents, as well as construction administration services for the project, in an amount not to exceed $72,900.

PBK has completed the construction documents, and the plans are ready for bidding.

This comprehensive upgrade of the Wastewater Shop will improve the functionality and safety of the working environment.

STAKEHOLDERS/OUTREACH
The work will be coordinated with the contractor and Public Works Department (PWD) staff to minimize any disruptions to operations and the public. Construction activities will be carefully coordinated with existing building conditions and ongoing operations to minimize disruption and maintain functionality throughout the duration of the work. The renovations will provide the Wastewater Shop with much-needed upgrades to enhance the current work environment. The Wastewater Shop are unique facilities in which maintenance personnel are directly responsible for the day-to-day upkeep of the city’s sewer system. Accordingly, careful consideration has been given to incorporating solutions that support daily operations and enhance the overall work environment of the shop. The contractor will work with PWD staff to ensure the project outcome best meets their operational needs.

FISCAL IMPACT
There is no fiscal impact associated with this report. The current architect’s estimate for the construction of this project is approximately $450,000. Staff will return to Council at time of award with detailed funding sources and appropriation request if required.
