CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Used Oil Payment Program and Oil Recycling Grant Application

1. Resolution Authorizing the Submittal of an Application to the California Department of Resources Recycling and Recovery (CalRecycle) for the Used Oil Payment Program (OPP).

COUNCIL ACTION
Item Type: Consent Calendar
Approved for May 12, 2026 calendar

EXECUTIVE SUMMARY
Since 1992, the Glendale Fire Department has successfully operated the Used Oil Curbside Collection Program, providing a convenient, free service for Glendale residents.

Through this program, residents can have used oil and oil filters collected directly from their homes monthly. Each year, the Department collects more than 8,000 gallons of used oil and 3,000 pounds of oil filters through the curbside program and its household hazardous waste initiatives, ensuring these materials are safely recycled. Funding from the OPP Grant supports the continued collection and disposal of used oil and oil filters, helping protect the community and the environment. A resolution authorizing the application submission is required.

RECOMMENDATION
That the City Council approve the attached resolution authorizing submission of an application for grant funds to support curbside collection of used oil and oil filters. The application period will remain open while funds are available under the Used Oil Recycling Grant and Payment Program, or until December 31, 2030.

ANALYSIS
Since 1992, the Glendale Fire Department’s Fire Prevention Bureau has consistently secured grant funding to support its curbside collection program for used motor oil and oil filters.

Approval of the recommended action will authorize the Glendale Fire Department to apply to the California Department of Resources Recycling and Recovery for the Used Oil Payment Program (OPP), which assists local agencies in maintaining and expanding used oil collection services.

The primary objective is to maintain and expand the City’s curbside collection program, ensuring residents have access to safe disposal methods for used motor oil. This service complements the City’s Household Hazardous Waste program, which operates Wednesdays and Saturdays at the Environmental Management Center. Curbside collection is also available by appointment to Glendale residents on Thursdays, providing additional convenience.

Together, these programs play a critical role in diverting hazardous waste from the Scholl Canyon Landfill, reducing illegal disposal, and minimizing risks to public health and the environment.

STAKEHOLDERS/OUTREACH
The stakeholders include all Glendale residents that change the motor oil and oil filters on their personal vehicles. The Glendale Fire Department will continue to use a combination of methods for outreach, including social media, mailers, and informational booths at City events.

FISCAL IMPACT
This grant program awards the city approximately $25,000 annually. The funding will be used to offset costs for contracted services and general supplies as well as partially offset costs associated with staff dedicated to this program. The funds awarded will be deposited into Hazardous Disposal Fund (Fund 2190). There is no local match required. 5d3
