ANALYSIS
California Senate Bill 1205 (SB 1205) was signed into law on September 27, 2018, following the tragic Ghost Ship Fire in December 2016, which brought national attention to fire safety laws and the effectiveness of fire inspection programs. SB 1205 amended prior law to require that an annual report on state-mandated inspections be submitted to the governing body of each jurisdiction responsible for fire inspections. The report must be formally acknowledged by resolution or a similar official action. State-mandated inspections are established under California Health and Safety Code Sections 13146.2 and 13146.3, which require fire departments providing fire protection services to conduct annual inspections of specified occupancies. These include public and private schools, hotels, motels, lodging houses, apartment buildings, and certain residential care facilities to ensure compliance with applicable building and fire safety standards. Prior to SB 1205, there was no requirement for fire departments to formally report or demonstrate compliance with these inspection mandates.

The Glendale Fire Department is dedicated to protecting life and property through the highest level of service to the community. A key component of this mission is the Department’s inspection program, which serves as a critical risk reduction strategy. In accordance with SB 1205, the Fire Department provides City Council with an annual summary of inspection activities through this resolution. Public and private schools are generally classified as Educational Group E occupancies, defined as facilities used by more than six persons at any one time for educational purposes through the 12th grade.

Within the City of Glendale, there are 51 Group E occupancies.

During calendar year 2025, the Glendale Fire Department completed 100 percent of the required annual inspections for these occupancies. Hotels, motels, apartment buildings (three or more units), residential care facilities, and other residential occupancies with sleeping units are generally classified as Residential Group R occupancies. Within the City of Glendale, there are approximately 4,100 Group R occupancies, including associated subcategories. During calendar year 2025, the Glendale Fire Department completed 93 percent of the required annual inspections for these occupancies.
